The document establishes an export subsidy scheme for footwear made of synthetic and fabric blends, effective for shipments from the 2017-2018 fiscal year. Eligible manufacturers receive a subsidy equal to 15% of the net FOB value, provided the goods contain at least 30% local value addition and are produced in own factories, excluding establishments in Export Processing Zones (EPZs) or Export Zones (EZs). The subsidy cannot be combined with duty drawback or duty bond facilities, and applications must be submitted within 180 days of export proceeds repatriation, subject to verification by approved dealer banks and the Leather Goods and Footwear Manufacturers and Exporters Association of Bangladesh.
