Final Guidelines on connected clients (EBA-GL-2017-15)

Institutions must identify control relationships and economic dependencies among clients, grouping them as single risks under Regulation (EU) No 575/2013. They must strengthen investigations where exposures to one client exceed 5% of Tier 1 capital, using consolidated financial statements, public data, and soft information. Institutions must document these processes, monitor changes during loan reviews, and report connected clients in the group with the highest exposure amount. These guidelines replace the 2009 CEBS guidelines and apply from 1 January 2019.
