Final Report on draft RTS on PD and LGD under the internal default risk model

The draft Regulatory Technical Standards specify requirements for institutions using the internal default risk model to estimate default probabilities and losses given default. Institutions must use internal methodologies that meet Internal Ratings-Based approach requirements or employ conservative fallback values when IRB estimates and external sources are unavailable. Fallback default probabilities must exceed the higher of the highest investment grade probability or the average probability of non-fallback issuers, while fallback loss given default values must meet specific minimum floors based on asset class. The use of fallback estimates is capped at a 10% impact on own funds requirements, with quarterly reassessment mandated.
