Final Report on Guidelines on recovery plan indicators under Article 9 of Directive 2014/59/EU

The European Banking Authority updates the minimum list of recovery plan indicators by adding MREL, TLAC, available central-bank eligible unencumbered assets, and liquidity position, while removing cost of wholesale funding. The guidelines mandate that internal escalation processes for indicator breaches be completed within one business day, with notifications to competent authorities submitted by the end of the following business day. It prohibits the automatic recalibration of regulatory recovery plan indicators following temporary supervisory relief measures during a systemic crisis unless duly justified and approved. These guidelines apply to credit institutions and investment firms, replacing the 2015 version and becoming effective on 14.02.2022.
