CONCERNING

BY THE GRACE OF GOD THE ALMIGHTY,
THE COMMISSIONERS OF THE FINANCIAL SERVICES AUTHORITY,
Considering:
a. that in the supervision of the banking sector, complete, accurate, current, whole, and comparable information on the financial condition and business activities of banks is required; therefore, the Financial Services Authority has developed a reporting system as a means for banks to submit reports quickly; b. that to enhance technology-based supervision, it is necessary to digitize reports that are still submitted offline to the Financial Services Authority;
c. that to increase the effectiveness and efficiency of report submission, it is necessary to regulate the groups of information, data positions, periods, and procedures for submitting reports through the Financial Services Authority reporting system;
d. that in its development, Financial Services Authority Regulation Number 12/POJK.03/2019 concerning Reporting by General Banks Through the Financial Services Authority Reporting System is no longer suitable and therefore needs to be replaced; e. that based on the considerations referred to in letters a, b, c, and d, it is necessary to establish a Financial Services Authority Regulation concerning Reporting by General Banks Through the Financial Services Authority Reporting System;
Recalling:
DECIDING:
Establishing: FINANCIAL SERVICES AUTHORITY REGULATION CONCERNING REPORTING BY GENERAL BANKS THROUGH THE FINANCIAL SERVICES AUTHORITY REPORTING SYSTEM.
CHAPTER I
GENERAL PROVISIONS
Article 1
In this Financial Services Authority Regulation, the following terms are defined as:
Article 2
(1) Banks are required to compile and submit Reports to the Financial Services Authority online through the Financial Services Authority Reporting System.
(2) Banks are required to compile and submit corrections for errors in information in the Reports as referred to in paragraph (1) online through the Financial Services Authority Reporting System. (3) Banks that do not comply with the provisions as referred to in paragraph (1) and/or paragraph (2) are subject to administrative sanctions in the form of a written reprimand.
Article 3
(1) Banks are responsible for the completeness, accuracy, timeliness, and integrity of data, as well as the timeliness of Report submission.
(2) Banks appoint a reporting officer responsible to the Financial Services Authority.
(3) The reporting officer responsible as referred to in paragraph (2) appoints reporting implementation staff.
(4) Banks submit written letters of appointment and changes of the reporting officer responsible to the Financial Services Authority.
(5) The letters of appointment and changes of the reporting officer responsible as referred to in paragraph (4) are signed by members of the Board of Directors.
Article 4
Reports as referred to in Article 2 paragraph (1) consist of:
a. Structured Reports; and b. Unstructured Reports.
CHAPTER II
STRUCTURED REPORTS
Article 5
(1) Structured Reports as referred to in Article 4 letter a consist of 4 (four) groups of information.
(2) The groups of information as referred to in paragraph (1) include:
a. financial information group; b. risk and capital information group;
c. products, activities, and operations information group; and
d. basic data information group.
(3) The data positions for submission of Structured Reports as referred to in paragraph (1) consist of Reports:
a. daily; b. weekly;
c. monthly;
d. quarterly; e. semi-annual; and f. annual.
Article 6
(1) Banks are required to submit daily Structured Reports as referred to in Article 5 paragraph (3) letter a with the provisions for:
a. Period I, Reports must be submitted no later than the end of the day; and b. Period II, Reports must be submitted no later than the end of the following day.
(2) Banks are required to compile and submit daily Structured Reports completely and accurately.
(3) Further provisions regarding the details of information groups for each submission period as referred to in paragraph (1) are established by the Financial Services Authority.
Article 7
(1) Banks are required to submit weekly Structured Reports as referred to in Article 5 paragraph (3) letter b with the provisions for:
a. Period I, Reports must be submitted no later than Friday of the same week; and b. Period II, Reports must be submitted no later than Monday of the following week.
(2) Banks are required to compile and submit weekly Structured Reports completely and accurately.
(3) Further provisions regarding the details of information groups for each submission period as referred to in paragraph (1) are established by the Financial Services Authority.
Article 8
(1) Banks are required to submit monthly Structured Reports as referred to in Article 5 paragraph (3) letter c with the provisions for:
a. Period I, Reports must be submitted no later than the 7th of the following month; b. Period II, Reports must be submitted no later than the 15th of the following month;
c. Period III, Reports must be submitted no later than the 21st of the following month; and
d. Period IV, Reports must be submitted no later than the end of the following month.
(2) Banks are required to compile and submit monthly Structured Reports completely and accurately.
(3) Further provisions regarding the details of information groups for each submission period as referred to in paragraph (1) are established by the Financial Services Authority.
Article 9
(1) Banks are required to submit quarterly Structured Reports as referred to in Article 5 paragraph (3) letter d with the provisions for:
a. Period I, Reports must be submitted no later than the dates:

(1) Banks are required to submit semi-annual Structured Reports as referred to in Article 5 paragraph (3) letter e with the provisions for:
a. Period I, Reports must be submitted no later than the dates:
Article 11
(1) Banks are required to submit annual Structured Reports as referred to in Article 5 paragraph (3) letter f in the form of a work plan with the provisions for:
a. Period I, Reports must be submitted no later than October 31 before the year of the work plan; and b. Period II, Reports must be submitted no later than November 30 before the year of the work plan. (2) Banks are required to submit annual Structured Reports other than the Annual Report in the form of a work plan as referred to in paragraph (1) with the provisions for:
a. Period III, Reports must be submitted no later than January 31 of the following year; and b. Period IV, Reports must be submitted no later than April 30 of the following year. (3) Banks are required to compile and submit annual Structured Reports completely and accurately. (4) Further provisions regarding the details of information groups for each submission period as referred to in paragraph (1) and paragraph (2) are established by the Financial Services Authority.
Article 12
(1) Banks that do not submit Reports after the final submission deadline as referred to in Article 6 paragraph (1), Article 7 paragraph (1), Article 8 paragraph (1), Article 9 paragraph (1), Article 10 paragraph (1), Article 11 paragraph (1), and/or Article 11 paragraph (2) are subject to administrative sanctions in the form of a fine of IDR 1,000,000.00 (one million rupiah) per working day and a maximum of IDR 30,000,000.00 (thirty million rupiah) per type of Report. (2) Errors in information submitted in Structured Reports as referred to in Article 6 paragraph (2), Article 7 paragraph (2), Article 8 paragraph (2), Article 9 paragraph (2), Article 10 paragraph (2), and/or Article 11 paragraph (3) based on findings by the Bank or the Financial Services Authority are subject to administrative sanctions in the form of a fine of IDR 100,000.00 (one hundred thousand rupiah) per entry error and a maximum of IDR 10,000,000.00 (ten million rupiah) per Report. (3) In the event that there is an entry error in 1 (one) Structured Report as referred to in Article 6 paragraph (2), Article 7 paragraph (2), Article 8 paragraph (2), Article 9 paragraph (2), Article 10 paragraph (2), and/or Article 11 paragraph (3) that results in other entry errors in:
a. the same Report; and/or b. other Reports, administrative sanctions in the form of fines are not imposed on other entry errors in the same Report and/or other Reports. (4) Banks that have been subject to administrative sanctions in the form of fines as referred to in paragraph (1) and paragraph (2) remain obligated to submit Reports and/or Report corrections. (5) Banks that do not comply with the provisions as referred to in paragraph (4) are subject to administrative sanctions in the form of a written reprimand. (6) In the event that a Bank has been subject to administrative sanctions as referred to in paragraph (5) and has not yet complied with the provisions as referred to in paragraph (4), the Bank may be subject to administrative sanctions in the form of:
a. downgrade of the governance factor rating in the Bank's health level assessment; b. prohibition on issuing products or conducting new activities; and/or
c. suspension of certain business activities.
(7) In the event that the Board of Directors, Board of Commissioners, and/or executive officers of the Bank do not comply with the provisions as referred to in paragraph (4), they may be subject to administrative sanctions in the form of prohibition as a principal party in accordance with Financial Services Authority Regulations regarding re-evaluation for principal parties of financial service institutions.
Article 13
In the event that the Bank:
a. corrects Structured Reports based on audit results by a public accountant registered with the Financial Services Authority; b. submits corrections to Structured Reports before the final submission deadline as referred to in Article 6 paragraph (1), Article 7 paragraph (1), Article 8 paragraph (1), Article 9 paragraph (1), Article 10 paragraph (1), Article 11 paragraph (1), and/or Article 11 paragraph (2); and/or
c. experiences hardship,
the Bank is exempted from the imposition of administrative sanctions in the form of fines as referred to in Article 12 paragraph (1) and Article 12 paragraph (2).
CHAPTER III
UNSTRUCTURED REPORTS
Article 14
(1) Banks are required to submit Unstructured Reports as referred to in Article 4 letter b with submission deadlines in accordance with banking sector legislation.
(2) Banks are required to compile and submit Unstructured Reports completely and accurately.
(3) Submission of Unstructured Reports as referred to in paragraph (1) is done in the form of data recordings that can be further processed.
(4) Further provisions regarding the details of Unstructured Reports as referred to in paragraph (1) are established by the Financial Services Authority.
Article 15
(1) Banks that do not submit Unstructured Reports after the final submission deadline as referred to in Article 14 paragraph (1) are subject to administrative sanctions in accordance with banking sector legislation. (2) In the event that banking sector legislation does not establish administrative sanctions as referred to in paragraph (1), Banks that do not submit Unstructured Reports after the final submission deadline as referred to in Article 14 paragraph (1) are subject to administrative sanctions in the form of a fine of IDR 1,000,000.00 (one million rupiah) per working day and a maximum of IDR 30,000,000.00 (thirty million rupiah) per type of Report. (3) Errors in information submitted in Unstructured Reports as referred to in Article 14 paragraph (2) based on findings by the Bank or the Financial Services Authority are subject to administrative sanctions in the form of a written reprimand. (4) Banks that have been subject to administrative sanctions in the form of fines as referred to in paragraph (2) remain obligated to submit Reports and/or Report corrections. (5) Banks that do not comply with the provisions as referred to in paragraph (4) are subject to administrative sanctions in the form of a written reprimand. (6) In the event that a Bank has been subject to administrative sanctions as referred to in paragraph (5) and has not yet complied with the provisions as referred to in paragraph (4), the Bank may be subject to administrative sanctions in the form of:
a. downgrade of the governance factor rating in the Bank's health level assessment; b. prohibition on issuing products or conducting new activities; and/or
c. suspension of certain business activities.
(7) In the event that the Board of Directors, Board of Commissioners, and/or executive officers of the Bank do not comply with the provisions as referred to in paragraph (4), they may be subject to administrative sanctions in the form of prohibition as a principal party in accordance with Financial Services Authority Regulations regarding re-evaluation for principal parties of financial service institutions.
Article 16
(1) In the event that the Bank experiences hardship, the Bank is exempted from the imposition of administrative sanctions in the form of fines as referred to in Article 15 paragraph (2). (2) In the event that the Bank:
a. corrects Unstructured Reports based on audit results by a public accountant registered with the Financial Services Authority; and/or b. submits corrections to Unstructured Reports before the final submission deadline as referred to in Article 14 paragraph (1), the Bank is exempted from the imposition of administrative sanctions in the form of written reprimands as referred to in Article 15 paragraph (3).
Article 17
(1) Banks are required to account for Unstructured Reports as referred to in Article 14 paragraph (1) submitted to the Financial Services Authority.
(2) Unstructured Reports as referred to in paragraph (1) must contain the same information as the Reports stored by the Bank.
(3) In the event that there is a difference between the information in the Reports stored in the Financial Services Authority database and the information in the Reports stored by the Bank, the information in the Reports stored in the Financial Services Authority database shall be used. (4) Banks that do not comply with the provisions as referred to in paragraph (1) and/or paragraph (2) are subject to administrative sanctions in the form of a written reprimand.
CHAPTER IV
PROCEDURES FOR REPORT SUBMISSION
Article 18
(1) Banks may only use the Financial Services Authority Reporting System for the submission of Structured Reports and/or corrections to Structured Reports until the end of the sixth month after the data position of the Report. (2) Submission of Structured Reports and/or corrections to Structured Reports after exceeding the end of the sixth month is carried out following the procedures for submitting unstructured reports as referred to in Article 14 paragraph (3). (3) Banks are responsible for the truthfulness of Structured Reports and/or corrections to Structured Reports as referred to in paragraph (2) uploaded to the Financial Services Authority Reporting System.
Article 19
(1) In the event that the Financial Services Authority experiences technical difficulties at the Report submission deadline so that Banks cannot submit Reports, the Financial Services Authority notifies the Bank of the technical difficulties in writing and delivers it:
a. directly to the Bank; b. through the Financial Services Authority Reporting System; and/or
c. through the Financial Services Authority's email address.
(2) Banks submit Reports no later than 1 (one) working day after the Financial Services Authority notifies that the technical difficulties at the Financial Services Authority as referred to in paragraph (1) have been resolved. (3) Banks experiencing hardship so that they cannot submit Reports and/or Report corrections until the submission deadline, notify the Financial Services Authority in writing to obtain a postponement of the Report and/or Report correction submission deadline. (4) Submission of notification letters as referred to in paragraph (3) is done:
a. by following the submission of Unstructured Reports as referred to in Article 14 paragraph (3); and/or b. offline.
(5) Offline written notifications regarding hardship as referred to in paragraph (4) letter b are submitted to:
a. the relevant bank supervision department or the Financial Services Authority regional office in Jakarta for Banks with headquarters or branch offices of banks located outside the country located in the Special Capital Region of Jakarta Province or Banten Province; or b. the Financial Services Authority regional office or local Financial Services Authority office according to the area where the Bank's head office is located, for Banks located outside the Special Capital Region of Jakarta Province or Banten Province.
Article 20
If the Report submission deadline falls on a Saturday, Sunday, and/or other public holiday, the Report is submitted on the next working day.
Article 21
(1) In the event that damage occurs to Reports due to technical difficulties or other disturbances in the Financial Services Authority Reporting System, the Financial Services Authority may request the Bank to resubmit the Reports and/or Report corrections. (2) Banks resubmit Reports and/or Report corrections upon request by the Financial Services Authority as referred to in paragraph (1).
CHAPTER V
OTHER PROVISIONS
Article 22
The Financial Services Authority may adjust the Report submission time based on certain considerations.
Article 23
(1) For newly established Banks, the obligation to submit Structured Reports through the Financial Services Authority Reporting System for the first time is carried out for the data position of 1 (one) month after the Bank commences operational activities. (2) In the event that the Bank conducts a merger, consolidation, separation, integration, conversion, change of business activity from BUK to BUS, or is a newly established intermediary bank, the adjustment of the obligation to submit Reports online is established by the Financial Services Authority.
CHAPTER VI
TRANSITIONAL PROVISIONS
Article 24
Errors in information reported by the Bank before the data position of the first Report submission and discovered by the Bank or the Financial Services Authority after the data position of the first Report submission as referred to in this Financial Services Authority Regulation are subject to administrative sanctions as referred to in this Financial Services Authority Regulation.
Article 25
The procedures for submitting Reports for BUKs that were previously submitted online to the Financial Services Authority in the form of:
a. Liquidity Coverage Ratio Report - Bank individually; and/or b. Liquidity Coverage Ratio Report - Bank consolidated, are carried out in accordance with this Financial Services Authority Regulation.
CHAPTER VII
CLOSING PROVISIONS
Article 26
(1) The obligation to submit Structured Reports as referred to in Article 6, Article 7, Article 8, Article 9, Article 10, and Article 11 for the first time is after being established by the Financial Services Authority. (2) The obligation to submit Unstructured Reports as referred to in Article 14 paragraph (1) for the first time is carried out starting from March 1, 2021. (3) In the event that the Financial Services Authority Reporting System for Unstructured Reports is not yet available, Unstructured Reports are submitted online through the Financial Services Authority mailing room service.
Article 27
(1) In the event that the obligation to submit Structured Reports through the Financial Services Authority Reporting System is established in Financial Services Authority regulations, the procedures for Report submission and administrative sanctions are carried out in accordance with this Financial Services Authority Regulation. (2) In the event that the obligation to submit Unstructured Reports is established in Financial Services Authority regulations, the procedures for Report submission are carried out in accordance with this Financial Services Authority Regulation.
Article 28
At the time this Financial Services Authority Regulation comes into force:
a. the obligation to submit structured Reports and unstructured Reports in printed document form to the Financial Services Authority in accordance with each respective provision of legislation in the banking sector; and b. the obligation to submit structured Reports through reporting systems other than the Financial Services Authority Reporting System in accordance with each respective provision of legislation in the banking sector, are declared invalid and not binding.
Article 29
At the time this Financial Services Authority Regulation comes into force, Financial Services Authority Regulation Number 12/POJK.03/2019 concerning Reporting of Commercial Banks through the Financial Services Authority Reporting System (State Gazette of the Republic of Indonesia Year 2019 Number 65, Supplement to the State Gazette of the Republic of Indonesia Number 6331), is revoked and declared invalid.
Article 30
This Financial Services Authority Regulation comes into force on the date of its promulgation.

CONCERNING
REPORTING OF COMMERCIAL BANKS THROUGH THE FINANCIAL SERVICES AUTHORITY REPORTING SYSTEM
I. GENERAL
In supporting the effectiveness of supervision functions in the banking sector, information on the financial condition and business activities of Banks is required. This information must be complete, accurate, current, whole, and comparable. Banks must compile and submit to the Financial Services Authority information on the financial condition and business activities of the Bank within the time and form determined by the Financial Services Authority in accordance with the provisions of legislation in the banking sector.
In line with technological developments, efficient and fast online reporting methods are needed through the Financial Services Authority Reporting System and digitalization for Reports that are still submitted in printed document form. The change in the submission of Reports in printed document form to an electronic-based system aims to increase the effectiveness of the Financial Services Authority's supervision function.
In relation to the above, regulations are needed regarding the reporting of commercial banks through the Financial Services Authority Reporting System, which covers information groups, data positions, periods, and procedures for submitting Reports in the Financial Services Authority Reporting System.

To accelerate submission, letters can be submitted in advance via electronic mail to the Financial Services Authority at the address helpdesk.pelaporanbuk@ojk.go.id for BUK or helpdesk.pelaporanbus@ojk.go.id for BUS and UUS. The letter contains at least the following information:
a. name of the appointed official; and b. electronic mail address reflecting the identity of the Bank.

Bank "X" submits the Report on Tuesday, 16 February 2021. Bank "X" is subject to administrative sanctions in the form of a fine of Rp6,000,000.00 (six million rupiah), namely Rp1,000,000.00 (one million rupiah) x 6 (six) working days.

What is meant by "input error" is an error in one line of Report input.
Example 1:
In the monthly Publication Report, Bank "X" incorrectly reports the "Other Financial Assets" account and the "Other Assets" account in the Balance Sheet Report. For this error, Bank "X" is subject to administrative sanctions in the form of a fine for input number errors in the Balance Sheet Report table amounting to Rp200,000.00 (two hundred thousand rupiah), namely Rp100,000.00 (one hundred thousand rupiah) x 2 (two) inputs.
Example 2:
In one line of input for the Credit Restructuring Report, there are inputs for several dimensions (columns). For the aforementioned one line of input, Bank "X" incorrectly reports the dimension "Credit Restructuring Method", the dimension "Collateral Value – After Credit Restructuring", and the dimension "Restructuring Loss – After Credit Restructuring". For this error, Bank "X" is only subject to administrative sanctions in the form of a fine for one line of input error amounting to Rp100,000.00 (one hundred thousand rupiah) x 1 (one) input.

In the quarterly Publication Report, Bank "X" incorrectly reports credit that has been converted into equity participation while classifying it as non-performing credit, which should be reported as "participation" in the Balance Sheet table. This error results in errors in:
