FS17/4: Distributed ledger technology

The Financial Conduct Authority summarizes feedback on Discussion Paper 17/03 regarding distributed ledger technology and confirms that its current rules are flexible enough to accommodate DLT applications without requiring specific regulatory changes. The regulator states that both permissioned and permissionless networks are not inherently incompatible with its regulatory regime, provided firms appropriately identify and mitigate operational risks and allocate responsibilities under the Senior Managers and Certification Regime. The Authority will continue to monitor market developments and engage with stakeholders through its Innovate initiative, while gathering further evidence on Initial Coin Offerings to determine if additional regulatory action is needed.
