The National Banking and Securities Commission, a decentralized administrative body of the Secretariat of Finance and Public Credit, based on the provisions of Article 25, last paragraph of the Political Constitution of the United Mexican States; Article 19, fraction XIV and Article 24 of the National Law to Eliminate Bureaucratic Procedures; as well as Articles 4, fractions XXXVI and XXXVIII; 14; 16, fractions I and XVII of the Law of the National Banking and Securities Commission, and
CONSIDERING
That Article 25, last paragraph of the Political Constitution of the United Mexican States establishes that, in order to contribute to the development and well-being of people, groups, communities, and social and economic sectors, authorities at all levels of government must implement public policies for administrative simplification and digitalization of procedures and services, good regulatory practices, development and strengthening of public technological capacities, and the other objectives established by the national law in this matter;
That on July 16, 2025, the "Decree by which the National Law to Eliminate Bureaucratic Procedures is issued" was published in the Official Gazette of the Federation, through which it is established that dependencies, decentralized bodies, and entities of the Federal Public Administration must reduce bureaucratic costs for the provision of procedures and services to a minimum, seeking that the regulations they issue for these effects generate the greatest possible benefit for people, in accordance with the principles provided in said law;
That, in view of the fact that the National Model to Eliminate Bureaucratic Procedures aims to eliminate bureaucratic costs in order to facilitate access and obtaining of procedures and services, using for this purpose a set of tools and actions, among which is the issuance of general agreements for simplification;
That, the purpose of said agreements is the enabling of digital tools, the establishment of response times shorter than the maximums provided, the extension of validity of resolutions, the elimination of requirements and bureaucratic costs, as well as the implementation of any other action of improvement, simplification, and digitalization of procedures and services within the competence of the obligated subjects, and
That, with the aim of complying with the aforementioned Decree, this decentralized administrative body deems it necessary to issue this agreement, whose object consists of merging various procedures related to: i) the request for authorization of special accounting records and special accounting criteria, applicable to general deposit warehouses, exchange houses, credit unions, savings and loan cooperative societies, brokerage houses, popular savings and credit entities, credit institutions, holding companies of financial groups, investment funds, operating societies of investment funds or distributing societies of investment fund shares, liquidating partners, clearing houses, collective financing institutions, electronic payment fund institutions, development agencies and development entities; ii) the establishment of shorter response times with respect to the authorization requests provided for in the previous paragraph; iii) the elimination of records with respect to requests and procedures managed through the Transparency Obligations Portals System, and iv) the elimination of procedures corresponding to the authorization for the opening of accounts and sub-accounts in the financial statements of supervised financial entities, therefore it has resolved to issue the following:
ARTICLE FIRST.- Improvement actions are implemented for the following procedures:

ARTICLE FIFTH.- The request format for the procedure named "Request for authorization of special accounting records to supervised financial entities that carry out financial health or corporate restructuring processes, which ensure their stability and correct functioning", with homoclave CNBV-07-005, derived from the simplification actions indicated in Article First of this Agreement, is established, which is integrated as Annex I of this instrument.
ARTICLE SIXTH.- The request format for the procedure named "Request for authorization or extension of special accounting criteria to supervised financial entities when competent authorities issue declarations of emergency or natural disaster due to the occurrence of disturbing natural phenomena that generate effects on the economy and that could cause an adverse impact on the solvency or liquidity of the entities and, if applicable, on the stability of the financial system", with homoclave CNBV-07-011, derived from the simplification actions indicated in Article First of this Agreement, is established, which is integrated as Annex II of this instrument.
ARTICLE SEVENTH.- For the procedures with homoclave CNBV-07-005 "Request for authorization of special accounting records to supervised financial entities that carry out financial health or corporate restructuring processes, which ensure their stability and correct functioning" and CNBV-07-011 "Request for authorization or extension of special accounting criteria to supervised financial entities when competent authorities issue declarations of emergency or natural disaster due to the occurrence of disturbing natural phenomena that generate effects on the economy and that could cause an adverse impact on the solvency or liquidity of the entities and, if applicable, on the stability of the financial system", supervised financial entities or self-regulatory organizations recognized by the National Banking and Securities Commission, or some guild representation body, may accompany the corresponding request format with additional documentation they consider necessary to prove the requirement, without this implying an obligatory burden in the requirements established in this Agreement.
TRANSITORY CLAUSES
FIRST.- This Agreement will enter into force on the day following its publication in the Official Gazette of the Federation.
SECOND.- Procedures entered into prior to the publication of this Agreement will be resolved in accordance with the applicable regulations in force at the time of their presentation.
THIRD.- The National Banking and Securities Commission, in compliance with what is provided in this Agreement, will not request additional requirements other than those provided in it, nor documentation that is in the physical or electronic files of the Commission itself. Likewise, it will not request simple copies, in terms of Article 19, fraction IV of the National Law to Eliminate Bureaucratic Procedures.
FOURTH.- The National Banking and Securities Commission will carry out the corresponding management actions, in order to make the corresponding adjustments in the administrative normative instruments linked to this Agreement, within a maximum timeframe of one year, counted from the entry into force of the same. This timeframe is established in accordance with what is provided in Article 24, second paragraph, of the National Law to Eliminate Bureaucratic Procedures, with the purpose of guaranteeing the coherence and harmonization of the provisions, as well as the update of the normative frameworks that are modified or affected by the reforms and provisions provided herein.
FIFTH.- The National Banking and Securities Commission will update the information of the procedures and services referred to in this Agreement on the Citizen Portal for Procedures and Services, in accordance with Articles 53 and 54 of the National Law to Eliminate Bureaucratic Procedures.
