The Guernsey Financial Services Commission issued this November 2021 guidance to establish due diligence and registration requirements for Registered Collective Investment Schemes under the Protection of Investors Law. Licensed service providers must verify that promoters and investment managers are fit and proper regarding integrity, solvency, and competence while submitting complete application forms, prospectuses, and constitutive documents to secure registration within three working days. The Commission conducts post-facto monitoring of these warranties and may exclude non-compliant licensees from the self-certification programme if defective or misleading declarations are identified.
