Guidelines for the criteria on the assessment of knowledge and competence under MiCA

Crypto-asset service providers must ensure staff giving information or advice on crypto-assets possess specific qualifications and experience, such as an 80-hour professional qualification with 6 months' supervision for information providers, or a tertiary degree with 1 year's supervision for advisors. The guidelines mandate minimum continuous professional development hours, set at 10 hours annually for information staff and 20 hours for advice staff dealing with low-complexity assets. Competent authorities are required to notify ESMA within two months of publication regarding their compliance status, while existing staff may be deemed compliant if they have completed one year of relevant full-time work prior to the guidelines' entry into force.
