Independent Review of the Supervision of CBL Insurance Ltd Terms of Reference
The Reserve Bank of New Zealand commissioned an independent review to assess its prudential supervision of CBL Insurance Limited following the insurer's liquidation in 2018. Former APRA member John Trowbridge and Mary Scholtens QC are tasked with examining the Bank's licensing decisions, supervisory actions, and regulatory framework from 2011 through 2018. The reviewers will deliver a final report by 28 February 2019, which will be published publicly to identify lessons and strengthen future regulatory practices.
