1. Generalities
1.1. Background
The Mass Payments System, currently identified as Transfer365, is a payment platform administered by the Central Bank of Reserve of El Salvador. Its operation began on June 5, 2021, as a result of the transformation of the previous Mass Payments System, which had been functioning since 2013 primarily for the payment of suppliers and government payrolls of the Government of El Salvador, through the Ministry of Finance, under a scheme limited to business days and hours.
Transfer365 operates as an automated clearinghouse that facilitates the population's ability to make interbank fund transfers and payments instantly, from anywhere, at any time and every day of the year. To do this, it interconnects banks, cooperative banks, savings and credit societies, federations of cooperative banks, the Ministry of Finance, and other authorized Participants who require the use of the service.
The Board of Directors of the Central Bank of Reserve of El Salvador approved the Instruction for the Administration and Operation of Mass Payments via Session No. CD-5/2021, on February 11, 2021, with validity starting from March 5, 2021, repealing the instruction authorized in Session No. CD-39/2018, on October 8, 2018.
Subsequently, via Session No. CD-07/2022, on March 14, 2022, a new version of the Instruction was approved, valid from March 31, 2022, in which adjustments related to the recognition of the Mass Payments System as the Transfer365 System were incorporated, as well as the expansion of the scope of its services through the electronic channels of the authorized Participating Entities.
Likewise, in Session No. CD-08/2022, on March 28, 2022, Participating Entities were authorized to make the Transfer365 Mobile service available to their customers, which allows making interbank transfers using the cell phone number associated with a bank account.
Additionally, in Session No. CD-16/2022, on July 28, 2022, modifications were approved aimed at reducing the processing times of Participants

for the crediting and/or return of funds, with the purpose of improving the Transfer365 Service experience for the benefit of the population.
In Session No. CD-11/2024, on April 22, 2024, modifications were made to operationalize the recurring payments service.
In Session No. CD-E31/2025, on November 13, 2025, the Board of Directors authorized participating institutions to make the necessary adjustments in their systems and internal processes to enable the processing of operations in the time frame between 10:00 p.m. and 11:59 p.m., in order to consolidate the operation of Transfer365 under a continuous availability scheme, twenty-four (24) hours a day, seven days a week. Consequently, it is necessary to incorporate into this Instruction the modifications related to operating hours and applicable processes.
In Session No. CD-12/2026 on June 16, 2026, the settlement cycle schedules were modified to consolidate a 24/7 service, the schedule for sending account verification files was updated until 23:00 hours, and a migration to a new format was carried out in compliance with the update of the Instruction for the Management of Administrative Instruments V6.0 and its Guidelines.
