In Session No. CD-47/2012 on December 19, 2012, the Board of Directors of the Central Bank of Reserve of El Salvador approved the "Instruction for the Standardization of Checks in the Financial System."
With the continuous development and improvements of Payment Systems in El Salvador in recent years, specifically the Check Clearing process (SICOM) implemented starting in January 2021, new features were incorporated into the design of Checks, the most important being a logical security measure through the design of a standard UV image pattern; these guidelines were included in the Instruction for the Standardization of Checks in the Financial System, which was approved by the Board of Directors of the Central Bank of Reserve of El Salvador, in Session No. CD-49/2019 on December 16, 2019, effective from April 23, 2020, and which after several modifications, finally entered into force from January 28, 2021. This Instruction is being modified to incorporate and harmonize it with other regulations related to Check Clearing.
This instruction gains relevance with the reforms to the Commercial Code, which were approved in Legislative Decree No. 972 dated March 19, 2024, published on April 11, 2024, in the Official Journal Volume No. 443. Art. 1. Establishes that: Add to Book Three, Title II, Chapter VIII, Section "F" CHECK TRUNCATION, Arts. 838-A, 838-B, 838-C, 838-D and 838-E.

1.2.6 Article 51 letter a) and third paragraph of Article 60 of the Banking Law.
1.3. Scope of Application
This Instruction is strictly mandatory for Banks, Cooperative Banks, Savings and Credit Societies, and Federations authorized by the Superintendence of the Financial System, to receive demand deposits withdrawable by means of Checks.
2. OBJECTIVE
Establish the rules and conditions that allow standardizing Checks, regarding their size, shape, dimensions, minimum security features, distribution of information in the body of the Check, characteristics of the paper and magnetic character band issued by Banks, Cooperative Banks, Savings and Credit Societies and Federations; to provide greater security and efficiency in their automated processing.
3. DEFINITIONS
3.1 Band or Stripe: It is the lower part of the Check, which is reserved for the printing of characters with magnetic recognition ink (MICR).
3.2 BCR: Central Bank of Reserve of El Salvador.
3.3 Character: Graphic form that represents a letter, digit, sign or symbol.
3.4 Check: Negotiable instrument containing an unconditional written order of payment, made by a natural or legal person (the drawer), drawn on a financial institution authorized to receive demand deposits, withdrawable by means of Checks (the drawee/bank), requesting the drawee to pay a specific sum of money at the request of the drawer or a third party designated and authorized by the drawer.
3.5 Account Holder: Natural or legal person who owns a current account.
3.6 DPV: Payments and Values Department of the BCR.

3.7 E-13B Standard: Special type of characters used with MICR technology, which refers to the common language based on numbers and symbols printed with magnetic ink on the free band of Checks, "E" because it is the fifth proposed design, "13" because of the width of the character (0.013 inches) and "B" because it is the second revision of the design made by the American Bankers Association.
3.8 Manager: Refers to the person holding the position of Manager of Financial Operations of the BCR.
3.9 UV Image: Image printed on the Check that can only be visible with ultraviolet light.
3.10 Institution (es): Bank, Cooperative Bank, Savings and Credit Society, Federations or other institutions authorized to receive demand deposits withdrawable by means of Checks.
3.11 Check Reader: Check sorter or Check scanner, used for the capture of images and data (MICR) of physical Checks.
3.12 MICR: Magnetic Ink Character Recognition, which is an acronym used for the specified printing format for payment transfer systems based on paper. It consists of characters of a special design printed in magnetic ink, identified with the E-13 B standard, which can be recognized by high-speed magnetic reading equipment.
3.13 Pre-marking: Printing of data on the Check, prior to its circulation.
3.14 SSF: Superintendence of the Financial System.
4. GENERAL RULES
4.1 Institutions must comply with the rules and provisions issued by the BCR, related to the standardization of the Check in the Financial System.

4.2 Institutions will be responsible for ensuring compliance with the design requirements, printing specifications and security measures, detailed in this Instruction, for the printing of checkbooks.
4.3 When an Institution cannot process Checks from another Institution in its Check Reader, due to problems in the printing of magnetic characters, said Institution must notify by email or letter to the drawee institution, with a copy to camaracheques@bcr.gob.sv and to the Manager to correct said situation.
4.4 Any checkbook that is printed must be in accordance with what is established in this Instruction.
5. SPECIFIC RULES
Institutions will use only two sizes of Checks with mandatory data distribution, Small Check and Large Check.

5.3 Design of the Check Zones: Design of the front or face
The body of the Checks will be divided into 11 zones or spaces for the purpose of demarcating the location of the data, as follows:

5.3.1 Zone 1 - Customization:
In this Zone, the name of the account holder(s) or their logo, or the phrase "Manager's Check", if applicable, may be printed. The address and phone number may also be noted; in all cases, the dimension of the assigned space must be respected.

5.3.2 Zone 2- Code of the Drawee Institution:
It will consist of two digits, which will identify the Drawee Institution, and will be provided by the BCR to Banks, Cooperative Banks, Savings and Credit Societies and Federations; when they are authorized to receive demand deposits withdrawable by means of Checks and their deposit account is opened at the BCR.
5.3.3 Zone 3- Account Number:
It will consist of the number assigned to the account, according to the internal coding system of each Institution.
5.3.4 Zone 4- Check, Series and Number:
The word "Check", its Series identification and the check number identification will be in this Zone, which can have up to seven numeric digits for its identification.
5.3.5 Zone 5- Place and date of issue:
The information regarding the place and date on which the Check is issued will be in this space.
5.3.6 Zone 6- Amount:
The characters US$ followed by a space for the value, for which the Check is drawn, must be printed in this Zone.
5.3.7 Zone 7- Pay to the order of:
The name of the beneficiary will be established.
5.3.8 Zone 8- The sum of:
In this space, the value for which the Check is issued will be written in handwritten letters, typewriter, printers or protective machine.
5.3.9 Zone 9- Name of the Drawee Institution:
The name and address of the issuing Institution of the Check must be located in this Zone. It is at the discretion of the same, the printing of the

address, phone, slogan, Institution logo and barcode or other mechanism that contributes to the streamlining and security of the service.
5.3.10 Zone 10- Space for signatures:
It will consist of the space for the signature(s) of the drawer(s) of the account, in the places defined for this purpose, in this sense it will be the responsibility of the Institutions to instruct their clients not to invade the adjacent Zones.
5.3.11 Zone 11- Band or Stripe for MICR:
The lower part of the Check must contain the MICR printing band. This stripe must not be invaded by signatures, nor by any other information that is not a magnetic ink printing.
5.3.12 In each Zone or space established to be completed by the drawer, horizontal lines must be printed, maintaining the order of presentation, without invading the spaces provided for other Zones.
5.4 Check Customization: Back or reverse
5.4.1 Space for Check endorsement: Checks must have on the right extreme of the back of the Check, a reserved area of 80% height and 30% length of the size of the Check. This section is for exclusive use of the holder, in order to perform the endorsement for collection.
5.4.2 Space for stamps or Cash Certification: Remaining space reserved for the relevant stamps or cash certifications.
5.5 Requirements for the preparation of Checks
Institutions must comply with the following minimum requirements:
5.5.1 Security Paper
5.5.1.1 The paper on which the Checks are printed must meet the following characteristics:

5.5.1.2 The paper used to make the Checks must allow physical, logical and chemical verifications on the authenticity and legitimacy of the document.

5.5.1.3 The physical and chemical characteristics that the paper must have must be at least security fibers, reaction to chemical agents and toner retention.
5.5.1.4 The security paper must have a watermark, at least bional (clear and dark watermark integrated into the same figure) with the identifier of the printing press that made the Check.
5.5.1.5 The security paper used for the printing of Checks must be exclusively for that purpose within the Institution.
5.5.2 Inks
5.5.2.1 The inks used to make the Check must allow physical and logical verifications on the authenticity and legitimacy of the document.
5.5.2.2 Checks must always use screens or backgrounds, which are at the choice of the institutions, they must be of light or pastel tone that allows adequate visualization of the drawer/drawee data. Inks containing metallic particle bases cannot be used.
5.5.2.3 Checks must be printed using the types of inks detailed below:
5.5.2.3.1 Basic Offset inks or PMS (Pantone) inks for the commercial distinctive of financial institutions or their clients.
5.5.2.3.2 Fluorescent inks (UV Image): This type of inks will be used in the standard UV image pattern defined by the BCR, according to the design established in Annex No. 1 Standard pattern format for UV image for all Checks in the Financial System, which is visible only under ultraviolet light with fugitive properties.
These inks must be printed in zones at risk of erasure, therefore they must be sensitive to mechanical erasures.

5.5.2.3.3 In addition to the inks previously described, other security inks may be used optionally, provided they do not interfere with the standard UV image pattern.
5.5.3 Variable Information
Institutions may add other additional security features, specific to each Institution, such as: Invisible inks, micro-line legends, barcode, QR Code, check digit, among others, provided they do not interfere with the validation of the standard UV image format.
5.5.4 Use of stamps, cash certifications, cuts
5.5.4.1 Stamps, cash certifications or prints that are used as endorsement, parallel lines of crossed checks, etc., must be placed without invading the "band or stripe for MICR", both on the front and back.
5.5.4.2 In no case, the union of the body of the Check and the stub must be dotted, but it must be carried out by the perforation or die-cutting procedure to cut; so that when they are cut, all their edges remain clean.
5.6 Magnetic Character Printing E-13B
5.6.1 MICR characters must be printed with magnetic ink or toner, which will be used for their processing.
5.6.2 The printing standard selected as a reference for use in Institutions is the E-13B magnetic character, its structure comprises 10 numeric characters and 4 symbols; however, for the case of the Check in El Salvador, 10 digits and 2 symbols will be used, as follows:

### 5.7.2
In the Check Number field, it must contain the seven digits that identify the document and will be encoded during the pre-marking stage; sequence numbers with fewer than seven digits must be padded with zeros to the left of the number identifying the Check Number. This field is delimited by the symbol "at our charge".
### 5.7.3
The Account Number field must contain 15 digits and symbols. The form and content of this field are at the discretion of the institutions, according to their Account Number coding system. This field must be encoded during the pre-marking stage.
### 5.7.4
The Route Number field occupies positions 26 and 27, and serves to identify the different clearing chambers or Zones in which the handling of clearing can be divided; during the pre-marking stage, 01 must be marked in this position. This field is delimited by the Transit Number symbol.
### 5.7.5
The Institution Code field must be recorded in positions 28 and 29 with the digits of the Institution responsible for the account or document; this field is delimited by a Transit Number symbol.
### 5.7.6
The Document Type field occupies positions 31 and 32. This field must contain the type number of the Check and will be encoded during the pre-marking stage. The codes that identify the type of Check are as follows:

## 5.8 Compliance with standards in quality tests
### 5.8.1
The equipment used for pre-marking must be of high quality and always in optimal operating conditions, providing them with the preventive maintenance recommended by the manufacturer.

5.8.2 It shall be the responsibility of the institutions to have mechanisms that ensure and verify that Checks comply with what is defined in this Instruction.
5.8.3 To avoid rejections in the reading of magnetic characters, institutions must guarantee that in the preparation of Checks the following verifications are carried out:
5.8.3.1 Dimensions: Width of printed bars.
5.8.3.2 Inclination: Possible inclination of the characters.
5.8.3.3 Average contour: Check peaks and gaps.
5.8.3.4 Contour irregularity: Check the extent of irregularities.
5.8.3.5 Ink shortages: Possible lack of ink within the character outline.
5.8.3.6 Ink stains: Splatters within the band or stripe for MICR.
5.8.3.7 Relief: Within the permissible margin that does not affect the capture of information.
5.8.3.8 Signal Level: Strength of the signal and shape of the produced wave.
6. SPECIAL PROVISIONS
6.1 Starting from August 19, 2024, with the implementation of check truncation due to Decree 972 of the reforms in the Commercial Code, checks issued with previous formats will not be accepted. This is to guarantee security and automated processing.
6.2 Non-compliance with the obligations established in this Instruction will be sanctioned, in accordance with what is established in Articles 94 and 95 of the Organic Law of the Central Reserve Bank of El Salvador.
6.3 Cases of an operational nature not contemplated in this Instruction will be resolved by the Manager of Financial Operations.
6.4 Other aspects not contemplated in this Instruction will be resolved by the Board of Directors of the BCR.

7. VALIDITY, DISTRIBUTION AND DISSEMINATION
7.1 This Instruction will enter into force starting from June 23, 2025, and repeals the "Instruction for the Standardization of Checks in the Financial System", approved by the Board of Directors, in Session No. CD-13/2023 of June 2, 2023 and its modifications.
7.2 The Board of Directors will keep a copy of this Instruction as support for the Approval Act and will send the original to the Risk and Strategic Management Department, for its custody. Likewise, it will deliver an electronic copy to the Manager of Financial Operations and authorize him to deliver an electronic copy to the Payments and Values Department.
7.3 The Manager of Financial Operations through the Payments and Values Department will disseminate this Instruction to the Units of the Central Reserve Bank corresponding.
7.4 The Risk and Strategic Management Department is authorized to publish this Instruction except for Annex No. 1 Standard Pattern Format of UV Image for all Checks of the Financial System, in the Administrative Instruments System, for general consultation.
7.5 The Presidency is authorized to deliver a copy of this Instruction to the Superintendence of the Financial System and to each of the institutions, following the distribution and shipment control mechanisms established.
