Instruction No. 020 Amending Instruction No. 008-05-2015 on Electronic Money Issuers in UMOA Member States

Issuing institutions must ensure client holdings do not exceed four million CFA francs and monthly reloads do not exceed fifteen million CFA francs, unless the Central Bank grants prior authorization. Requests for such authorization must specify reasons, duration, requested amounts, and enhanced control measures. These limits do not apply to distributors or acceptors acting professionally. This instruction replaces Articles 31 and 34 of Instruction No. 008-05-2015 and enters into force on November 2, 2026.
