Bank of Portugal amends Instruction No. 2/2016 to align with ECB Guideline (EU) 2024/3129 on collateral asset management, updating the Auction Information System (SITENDER) protocols for Eurosystem open market operations. The revision introduces a new representation protocol (Annex V) allowing third-party institutions to submit bids on behalf of eligible counterparties, modifies user access and contingency transmission rules, and clarifies liability and operational procedures. It also revokes Instruction No. 10/2015 regarding the COLMS collateral management system and updates institutional contact details, with the changes entering into force on June 16, 2025.
