The Head of the Department of Financial System Monitoring (Desig), in the exercise of the authority conferred by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Article 77, item III, of the aforementioned Regulations, in view of the provisions of Resolution BCB No. 69, of February 10, 2021, and Instruction Normative BCB No. 81, of February 23, 2021,
RESOLVES:
Art. 1 The submission deadline for document code 2061 - Demonstrativo de Limites Operacionais (DLO) is extended for the reference dates of July 2023 to October 2023, according to the schedule specified below:
I - reference date of July 2023: submission by 11/05/2023;
II - reference date of August 2023: submission by 11/20/2023;
III - reference date of September 2023: submission by 12/05/2023;
IV - reference date of October 2023: submission by 12/20/2023.
Art. 2 This Instruction Normative enters into force on September 1, 2023.

The Demonstrativo de Limites Operacionais (DLO), document code 2061, whose normative basis is Resolution BCB No. 69, of February 10, 2021, reflects the prudential regulation provided for in several Resolutions issued by the National Monetary Council (CMN) and by the Central Bank of Brazil (BCB), with Instruction Normative BCB (IN BCB) No. 81, of February 23, 2021, aiming to present, in a synthetic manner, the information regarding the details of the calculation of the limits monitored by the BCB, on the reference date of calculation.

This Instruction Normative BCB aims to extend the submission deadline for document 2061, for the reference dates of July to October 2023, in view of the volume of adjustments and changes promoted in the cited document by Instruction Normative BCB No. 356, of March 2, 2023, which was subsequently revoked by Instruction Normative BCB No. 396, of June 22, 2023, with the latter being amended by Instruction Normative BCB No. 402, of July 7, 2023.
The aforementioned INs BCB were published in view of the changes promoted by CMN Resolutions Nos. 4,955, 4,957 and 4,958, all of October 21, 2021, and 5,077, of May 18, 2023, and by BCB Resolutions Nos. 111, of July 6, 2021, 229, of May 12, 2022, 239, of September 1, 2022, 266, of November 25, 2022, 303, of March 16, 2023, 307, of March 23, 2023, 319, of May 18, 2023, 323, 324 and 326, all of June 14, 2023, and 330, of June 27, 2023, with the latter amending Circular No. 3,748, of February 27, 2015.
The extension referred to in the previous paragraph aims to grant a suitable period for financial institutions and other institutions authorized to operate by this Autarchy, obliged to submit information through document 2061, to adapt their systems for the preparation of the cited document, already with the adjustments and changes included. It should be noted that the extension of the submission deadline for document 2061 (DLO) does not exempt institutions from complying with the commands established in the aforementioned Resolutions, from their effective dates.
Decree No. 10,411, of June 30, 2020, regulates the carrying out of regulatory impact analysis (AIR) as a prerequisite for the issuance of normative acts. However, in its Article 4, the aforementioned decree establishes the hypotheses for dispensing with the carrying out of AIR. This IN BCB falls under the hypothesis provided for in item III (normative act considered low impact). Thus, based on the aforementioned item of Article 4 of Decree No. 10,411, of 2020, I understand that the issuance of this IN BCB is exempt from carrying out AIR.
