INSTRUCTION NORMATIVE BCB NO. 669, OF SEPTEMBER 29, 2025
Amends Instruction Normative BCB No. 512, of August 30, 2024, which provides for the value limits for transactions within the scope of Pix, to adjust the criteria that must be observed by participants to establish maximum value limits for transactions.
The Acting Head of the Department of Competition and Financial Market Structure (Decem), in the exercise of the authority conferred upon him by Art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on Art. 94, item IX, of the aforementioned Regulations, and taking into account the provisions of Art. 37 of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,
R E S O L V E:
Art. 1º Instruction Normative BCB No. 512, of August 30, 2024, published in the Official Gazette of the Union on September 3, 2024, shall enter into force with the following alterations:

§ 7º If the receiving user is an individual, the limit for the nighttime period for Pix transactions referred to in the caput, except in the case where there is an express request from the user, must be equal to R$1,000.00 (one thousand reais).
§ 8º If the receiving user is a legal entity, the limit must be established per day.

§ 13. The limits referred to in the caput must be established based on the user's risk and behavior profile, and Pix participants must include, at least:
I - the user's financial transaction history;
II - the length of the relationship with the institution;
III - the user's usage patterns and digital behavior;
IV - the level of authentication used to authorize the transaction; and
V - whether the recipient of the transaction, or their account, is previously registered and subject to specific daily limits, as provided for in Art. 10, § 2º, item V.
§ 14. If requested by the user, the limits referred to in the caput may be established with a value equal to zero.
§ 15. Pix participants may establish different limits, including a value equal to zero, in cases where it is not possible to identify the geolocation of the device being used by the user to initiate a transaction.” (NR)

Art. 2º The following provisions of Instruction Normative BCB No. 512, of August 30, 2024, published in the Official Gazette of the Union on September 3, 2024, are hereby revoked:
I - Art. 3º, § 7º, items I and II;
II - Art. 3º, § 8º, items I and II;
III - Art. 3º, §§ 9º and 10;
IV - Art. 7º, § 5º; and
V - Art. 9º, § 4º.
Art. 3º This Instruction Normative enters into force on the date of its publication.

Decree No. 10,411, of June 30, 2020, provides for the mandatory conduct of a regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.
