Interpretation of Articles 16(3), 21(4), and 24(1) Proviso of the Implementation Measures for Internal Control and Audit Systems of Financial Holding Companies and Banks

The Financial Supervisory Commission specifies that securities finance companies with net assets exceeding NT$10 billion and total assets exceeding NT$1 trillion must appoint senior management-level Chief Compliance Officers, Chief Risk Management Officers, and Chief Information Security Officers, while smaller firms must appoint managers or equivalent roles, with limited concurrent duties permitted. These companies must comply with these staffing requirements by December 31, 2027. The directive takes effect immediately and repeals previous orders dated June 12, 2015, and May 16, 2022.
