Joint Guidelines on ESAs system for exchange of information on fit and proper assessment

Competent authorities must use the ESAs Information System to exchange information relevant to the assessment of the fitness and propriety of holders of qualifying holdings, directors, and key function holders. Authorities are required to input specific data into the system within two weeks of receiving an application or notification, with entries retained for a maximum of 15 years. The guidelines establish procedures for requesting and responding to information through the system, while the actual exchange of underlying details occurs bilaterally between authorities outside the platform. Competent authorities must notify the respective ESA of their compliance with these guidelines by 22 April 2025.
