Joint Guidelines on measures to detect missing payer or payee information in fund transfers

PSPs and IPSPs must implement real-time and ex-post monitoring to detect missing payer/payee information, treating meaningless data as missing. They must establish policies proportionate to ML/TF risks, including criteria for scope, monitoring frequency, and staff obligations. For missing info, they may reject transfers or suspend them, requiring prior PSPs to provide data within three working days (EEA) or five days (non-EEA). If data is not provided, they must decide whether to reject or execute the transfer, document actions, and report repeatedly failing entities to authorities using the specified notification template.
