K.S.A. 48-3406 establishes an expedited licensure procedure for military servicemembers, military spouses, and new residents who hold valid credentials from another U.S. jurisdiction. Licensing bodies must issue paper-based and verified electronic licenses within 15 days for military-affiliated applicants and 45 days for others, provided the applicant meets specific experience, background, and scope-of-practice requirements. Military spouses are exempt from all application and renewal fees, and applicants may receive temporary permits or probationary licenses if their out-of-state credentials do not fully align with Kansas standards. The statute mandates the creation of a uniform license verification portal and excludes the practice of law and law enforcement certification from its provisions.
