Law Governing Central Securities Depository, Qualified Financial Contracts and Netting Agreements
The Parliament of Rwanda, sanctioned by President Paul Kagame, enacted Law No. 016/2025 to establish a comprehensive legal framework for Central Securities Depositories, qualified financial contracts, and netting agreements. The legislation mandates CSD operators to implement robust risk management and operational resilience while defining strict admission criteria, record-keeping duties, and securities settlement procedures. It further guarantees the enforceability of netting clauses and collateral arrangements during insolvency, introduces administrative sanctions for non-compliance, and modernizes Rwanda’s financial market infrastructure by superseding prior securities legislation.
