The Law on Commercial Bank (Amended) establishes a minimum registered capital of one thousand billion Kip for commercial banks and six hundred billion Kip for foreign commercial bank branches. It defines major shareholders as those owning at least ten percent of voting shares and mandates that material capital contributions not exceed ten percent of total registered capital. The Bank of the Lao PDR is authorized to issue, replace, or refuse banking business operating licenses based on specific financial and management criteria, with applications requiring resolution within sixty days. Existing commercial banks are required to increase their capital to meet these new minimums within a timeframe defined by the government.
