METHODOLOGICAL GUIDELINES

on filling out credit bureau reporting

(In the edition of the resolution of the Supervisory Committee of the National Bank of the Kyrgyz Republic of December 30, 2022 No. 43/2)

Chapter 1. General Provisions

1. These Methodological Guidelines on filling out credit bureau reporting (hereinafter - the Guidelines) explain the procedure for filling out report forms contained in the appendices to the Rules on regulating the activities of credit bureaus in the territory of the Kyrgyz Republic (hereinafter - the Rules), submitted by credit bureaus licensed by the National Bank of the Kyrgyz Republic (hereinafter - the National Bank) for the following sections:

• A1 Credit Bureau Report;
• B1 Credit Bureau Activity;
• B2 Information on the number of borrowers and active credit agreements;
• B3 Active credit agreements;
• C1 Credit activity analysis - new issued loans, broken down by loan types;
• C2 Credit activity analysis - new issued loans, broken down by loan amounts;
• C3 Credit activity analysis - new issued loans, broken down by the term of the credit agreement (loan repayment);
• D1 Credit performance analysis - overdue loans, broken down by the number of agreements;
• D2 Credit performance analysis - overdue loan, weighted by the remaining loan amount;
• D3 Credit portfolio analysis by quantity - credit risk indicators;

Note. All amounts must be indicated in thousands of som (foreign currency in som equivalent at the official exchange rate of the National Bank on the reporting date);

• D4 Credit portfolio analysis by amount - credit risk indicators.

Reporting by credit bureaus is submitted to the National Bank quarterly by the 25th day of the month following the reporting quarter on paper media and in electronic form.

Chapter 2. A1. Credit Bureau Report (short report)

2. The credit bureau report indicates:

In the left rows:

• in the row "Name of the credit bureau" the full name of the credit bureau is indicated;

• in the row "Number of data on suppliers" the total number of suppliers (all) on the date of preparation of the report is indicated;

• in the row "Number of data on users" the total number of credit information users (all) on the date of preparation of the report is indicated;

• in the row "Number of data on subjects registered in the credit bureau" the total number of data on subjects registered in the credit bureau on the date of preparation of the report is indicated;

• number of subjects broken down:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

• in the row "Number of suppliers who provided updated data for the reporting period" the number of suppliers who provided updated data for this reporting period (conclusion of new agreements, provision of data on new subjects, etc.) is indicated;

• in the row "Number of records received from all suppliers for the reporting period" the number of records that arrived from all suppliers for this reporting period (for new and old subjects) is indicated;

• in the row "Rejected records" the rejected records (rejected for various reasons during the reporting period) are indicated;
  A) individuals - quantity;

• in the row "Number of received records - individuals" the quantity of received records on credit information subjects - individuals, broken down for this reporting period is indicated;
  B) legal entities - quantity;

• in the row "Number of received records - legal entities" the quantity of received records on credit information subjects - legal entities, broken down for this reporting period is indicated;
  C) individual entrepreneurs;

• in the row "Number of received records - individual entrepreneurs" the quantity of received records on credit information subjects - individual entrepreneurs, broken down for this reporting period is indicated:

• in the row "Analysis of requests broken down by organizations of the Kyrgyz Republic" requests received by the credit bureau broken down by recipients of information of the Kyrgyz Republic (types of organizations) for this reporting period are indicated:
  A) banks - quantity;
  B) microfinance organizations (microcredit agencies, microfinance companies, microcredit companies) - quantity; C) other non-bank financial and credit organizations (credit unions, pawnshops, specialized financial and credit organizations, specialized financial organizations, exchange bureaus) - quantity; D) telecommunications companies (media - radio, TV) - quantity; E) retail traders - quantity; F) leasing companies - quantity; G) credit bureaus - quantity; H) law enforcement agencies and courts - quantity; I) others (state agencies, legal entities, etc);

• in the row "Number of requests broken down by organizations outside the Kyrgyz Republic" requests broken down, received by the credit bureau from recipients (organizations) of credit information outside the Kyrgyz Republic are indicated:
  A) banks - quantity;
  B) microfinance organizations (microcredit agencies, microfinance companies, microcredit companies) - quantity; C) other non-bank financial and credit organizations (credit unions, pawnshops, specialized financial and credit organizations, specialized financial organizations, exchange bureaus) - quantity; D) telecommunications companies (media - radio, TV) - quantity; E) retail traders - quantity; F) leasing companies - quantity; G) credit bureaus - quantity; H) law enforcement agencies and courts - quantity; I) others (state agencies, legal entities, etc);

In the right rows:

• in the row "Date of preparation of the report" the date of preparation of the report, for which the report is prepared (for example, as of December 31, 2017) is indicated;

• in the row "Data on new suppliers for the reporting period" data on the number of new suppliers who were accepted for this reporting period are indicated;

• in the row "Data on new users for the reporting period" - data on the number of new users who were accepted for this reporting period;

• in the row "Data on the number of active credit subjects" - the number of credit information subjects on active credit agreements for this reporting period broken down:
  A) individuals - quantity;
  B) legal entities - quantity;
  C) individual entrepreneurs - quantity;

• in the row "Data on the number of users who submitted requests" - the number of users who submitted requests;

• in the row "Data on the number of requests submitted by all users for this reporting period" the total number of requests from all users is indicated;

• in the row "Hit rate %" - how many requests were satisfied for the presence of information in percentage terms (from the database);

• in the row "Data on the number of requests submitted by all users - individuals" the number of requests in the breakdown is indicated:
  A) individuals - quantity;

• in the row "Number of requests - legal entities" the number of requests in the breakdown is indicated:
  B) legal entities - quantity;

• in the row "Number of requests - individual entrepreneurs" data on the number of requests in the breakdown is indicated:
  C) individual entrepreneurs - quantity;

• in the row "Analysis of requests broken down by the reason for submitting the request" the number of requests by reasons in the breakdown is indicated:
  A) if the client applied in connection with an application for a loan - quantity; B) due to debt collection and indebtedness from the credit information subject quantity; C) preliminary assessment and information collection for marketing purposes - quantity; D) in court proceedings between the creditor and the borrower - quantity;

• other reasons (any reasons not covered above) - quantity.

Chapter 3. B1. Credit Bureau Activity

3. Credit bureau activity report:

• the column "Full Name/Name of data suppliers/users" must contain the following information (Full Name/Name of all suppliers and recipients of credit information):

• surname, first name and patronymic - if an individual;

• place of work;

• position;

• name of suppliers - if legal entities;

• name of users - if legal entities.

• the column "Type" indicates the types of legal entities (banks, microfinance organizations, other non-bank financial and credit organizations, trading organizations, mobile companies and any other types of data suppliers with whom the credit bureau has concluded agreements).

• the column "Records received from the supplier" is divided into three columns, which are filled out in the breakdown of who (types of subjects) records were received from a particular supplier, thus divided into:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

• the column "Rejected records %" is filled in next to the supplier from whom the received records were not accepted (rejected for various reasons).

• the column "Requests" contains three columns in the breakdown of who the requests were received from in this reporting period:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

• the column "Hit rate %" is filled in based on the results of what percentage of requests were satisfied regarding the presence of information on requests.

• the column "Signed credit agreements" contains three columns in the breakdown of subjects who concluded credit agreements in this reporting period:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

• the column "Rejected loan applications" contains the number of rejected applications in the breakdown from:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

Chapter 4. B2. Information on the number of borrowers and active credit agreements

4. Report on the number of borrowers and active credit agreements:

• the column "Name of the creditor" contains the names of banks, microfinance organizations and other creditors who issued loans.

• the column "Borrowers" contains the number of borrowers for each creditor.

• the column "Active credit agreements - quantity" is divided into three columns in the breakdown of subjects - borrowers. Here, the number of types of subjects from each creditor is filled in:
  A) individuals;
  B) legal entities;
  C) individual entrepreneurs.

• the column "Active credit agreements - total debt amount by individual borrower categories" contains total amounts in the breakdown of different borrower subjects:
  A) individuals - amount;
  B) legal entities - amount;
  C) individual entrepreneur - amount.

• the column "Number of active types of loans" contains the division into the number of individual loans by the creditor and the number of group loans.

• the column "Amount of active types of loans" contains the division into amounts for individual loans and group loans by each creditor.

Chapter 5. B3. Active credit agreements

5. Report on active credit agreements (by security and issued currency):

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Number of active loans" contains the division into the number of secured and unsecured loans from each creditor.

• the column "Total debt amount on active loans" contains the division into columns by debt amounts for secured loans and debt amounts for unsecured loans from each creditor.

• the column "Number of active loans" contains columns that determine the number of loans in national currency and the number of loans in foreign currency from each creditor.

• the column "Total debt amount on active loans" contains columns that determine the debt amounts for loans in national currency and debt amounts in foreign currency from each creditor.

Chapter 6. C1. Credit activity analysis - new issued loans, broken down by loan types (for the last reporting period)

6. Report on new issued loans, broken down by loan types contains information on loans issued and information on which arrived at the credit bureau in this reporting period.

First report form:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Issued loans - quantity" contains the division into the number of loans for this reporting period, issued to subjects in the breakdown:
  A) individuals;
  B) individual entrepreneurs;
  C) legal entities.

• the column "Credit agreements - total debt amount by individual borrower categories" contains information on debt amounts for this reporting period in the breakdown of subjects:
  A) individuals - debt amount;
  B) individual entrepreneurs - debt amount;
  C) legal entities - debt amount.

• the column "Number of issued loans by loan types" contains information in the breakdown of individual and group loans.

• the column "Volume of issued loans by loan types" contains information on the amounts of issued loans for this reporting period in the breakdown of individual loans and group loans.

Second report form:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Number of issued loans" contains the division into the number of loans for this reporting period, in the breakdown:
  A) secured loans;
  B) unsecured loans.

• the column "Volume of issued loans by security" contains information on the amounts of issued loans for this reporting period in the breakdown:
  A) secured loans;
  B) unsecured loans.

• the column "Number of issued loans" contains information on the amounts of issued loans for the reporting period in the breakdown:
  A) in national currency;
  B) in foreign currency.

• the column "Volume of issued loans" contains information on the amounts of issued loans for this reporting period in the breakdown:
  A) in national currency;
  B) in foreign currency.

Chapter 7. C2. Credit activity analysis - new issued loans, broken down by loan amount

7. Report on credit activity analysis, broken down by the amount of issued loans contains information on loans issued and information on which arrived at the credit bureau in this reporting period.

First report form:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Issued loans - cost" contains information on the amount of issued loans for this reporting period.

• the column "Cost of agreements, broken down by agreement type" contains information on the amounts of issued loans for this reporting period in the breakdown of agreements issued for amounts:
  A) up to 30 thousand som / up to 500 conditional units at the official exchange rate of the National Bank of the Kyrgyz Republic on the day of submitting the report; B) from 31 to 60 thousand som / from 501 to 1000 conditional units; C) from 61 to 100 thousand som / from 1001 to 2000 conditional units; D) from 101 to 300 thousand som / from 2001 to 5000 conditional units; …… and so on according to the gradation indicated in the report form.

Second report form:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Issued loans - quantity" contains information on the number of issued loans for this reporting period.

• the column "Number of agreements, broken down by currency type" contains information on the number of issued loans for this reporting period in the breakdown of agreements issued for amounts:
  A) up to 30 thousand som / up to 500 conditional units at the official exchange rate of the National Bank of the Kyrgyz Republic on the day of submitting the report; B) from 31 to 60 thousand som / from 501 to 1000 conditional units; C) from 61 to 100 thousand som / from 1001 to 2000 conditional units; D) from 101 to 300 thousand som / from 2001 to 5000 conditional units; …… and so on according to the gradation indicated in the report form.

Chapter 8. C3. Credit activity analysis - new issued loans, broken down by the term of the credit agreement (loan repayment)

8. Report on credit activity analysis, broken down by the term of the credit agreement contains information on loans issued and information on which arrived at the credit bureau in this reporting period.

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Issued loans - quantity - individuals" contains information on the number of issued loans for this reporting period to individuals.

• the column "Number of agreements, broken down by agreement" contains information on the number of agreements concluded in this reporting period in the breakdown of terms:
  A) up to 3 months;
  B) from 3 to 6 months;
  C) from 6 to 12 months;
  ….. further in accordance with the terms indicated in the report form.

Chapter 9. D1. Credit analysis and performance - overdue loans, broken down by the number of agreements

9. Report on credit performance analysis - overdue loans, broken down by the number of agreements with overdue payments.

First form:

• the column "In the breakdown of credit products" contains types of credit products (mortgage, consumer loans and others).

• the column "Number of agreements (total)" contains information on the number of loans in the breakdown of credit products.

• the column "Information on overdue loans since the last payment (principal, interest, fines and penalties)" is divided into cells by terms for which loans are overdue:
  A) current;
  B) from 1 to 29 days overdue;
  C) from 30 to 59 days overdue;
  …..to
  D) written-off loans, the number of written-off loans on the reporting date is indicated.

Second form:

• the column "In the breakdown of regions" contains a list of regions of the Kyrgyz Republic (oblasts and cities of Bishkek and Osh).

• the column "Number of agreements (total)" contains information on the number of agreements in each region of the Kyrgyz Republic.

• the column "Information on overdue loans since the last payment (principal, interest, fines and penalties)" contains information on the number of loans by regions with different overdue periods:
  A) current;
  B) from 1 to 29 days overdue;
  C) from 30 to 59 days overdue;
  ……
  D) written-off loans.

Third form:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Number of agreements (total)" contains information on the number of overdue loans in the breakdown of each creditor.

• the column "Information on overdue loans since the last payment (principal, interest, fines and penalties)" contains information on the number of overdue loans by different creditors in the breakdown of different overdue periods:
  A) current;
  B) from 1 to 29 days overdue;
  C) from 30 to 59 days overdue;
  ……
  D) written-off loans.

Chapter 10. D2. Credit performance analysis - overdue loan, weighted by the remaining loan amount

10. Report on credit performance analysis - overdue loans, weighted by the remaining loan amount.

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Number of agreements (total)" contains information on the number of overdue payments in the breakdown of creditors (banks, microfinance organizations and others

• the column "Information on overdue loans since the last payment (weighted by the remaining debt on loans)" contains information on the amounts of balances in the breakdown of different terms indicated in the form and up to written-off loans.

Chapter 11. D3. Credit portfolio analysis by quantity - credit risk indicators

11. Credit portfolio analysis report:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Number of agreements (total)" contains information on the number of loans by each creditor.

• the column "Parallel loans" contains information on the number of parallel loans (presence of several loans in one credit organization or in different ones) and contains division into cells:
  A) for clients who have 2 credit agreements;
  B) for clients who have 3 credit agreements;
  C) for clients who have more than 3 credit agreements.

• the column Number of loans by status contains information on the number of loans in the breakdown:
  A) overdue loans - quantity;
  B) restructured loans - quantity;
  C) loans for which court proceedings are ongoing - quantity; D) repaid loans - quantity; E) written-off loans - quantity.

Chapter 12. D4. Credit portfolio analysis by amount - credit risk indicators

12. Credit portfolio analysis report by amount:

• the column "Name of the creditor" contains a list of creditors - information providers (banks, microfinance organizations and others).

• the column "Total debt (total)" contains information on the total debt amount in the breakdown of creditors.

• the column "Total debt of loans by status" contains information on the debt amounts of loans in the breakdown:
  A) overdue loans - amount;
  B) restructured loans - amount;
  C) loans for which court proceedings are ongoing - amount; D) repaid loans - amount; E) written-off loans - amount.
