The Banking Commissioner approved the merger of Glastonbury Bank & Trust Company into First Massachusetts Bank, National Association, and authorized The Charles Schwab Corporation to acquire indirect ownership and control of U.S. Trust Company. The Commissioner also granted Citigroup Inc. approval to establish offices for its subsidiaries Phibro Inc. and Phibro Energy Clearing Inc. in Westport, Connecticut, and extended the temporary certificate of authority for The Apple Valley Bank & Trust Company until December 7, 2000. Additionally, First International Bank filed an application for a limited branch loan production office in Los Angeles, California.
