The Connecticut Department of Banking lists applications for NewAlliance Bank to open a branch in New Haven and for The Milford Bank to open a limited branch in Stratford, while also accepting public comments on these filings within ten days. The Department imposed a $25,000 fine on Royal Burgundy International, Inc. for violating the Connecticut Business Opportunity Investment Act by selling unregistered business opportunities. A consent order barred Douglas Kirk Landeen from securities business in Connecticut for ten years and required Financial Partners LLC to withdraw its investment adviser application due to registration failures and undisclosed criminal history. Additionally, the Department issued cease and desist orders and notices of intent to fine against Universal Modification Service for unlicensed debt negotiation and Donald C. Lyle for selling unregistered securities and committing fraud.
