The Connecticut Department of Banking authorized Start Community Bank to commence business and accepted a 30-day public comment period for Liberty Bank's new branch and First Niagara Financial Group's acquisition of NewAlliance Bank. The Commissioner imposed a $10,000 fine and a permanent cease and desist order on Grove Electronics, LLC for employing an unregistered agent, and issued cease and desist notices against Expert Financial Services, Inc. and Candor Mortgage Corporation for licensing and bond violations. Additionally, the Commissioner reversed previous penalties against Allied Financial Services, LLC and Ayeshah Malik, ordered Richmond Results, LLC to pay a $10,000 civil penalty for unlicensed debt negotiation, and entered settlement agreements with Allied Financial and Phoenix Mortgage, LLC regarding record-keeping and licensing violations.
