Amends
Circular Letter No. 3,968, of August 7, 2019, which establishes the rules for forming the standardized identifier for credit operations, as provided for in Circular Letter No. 3,953, of July 10, 2019, as well as the schedule and other conditions for its implementation.
The Head of the Financial System Monitoring Department (Desig), in the exercise of the authority granted by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Article 77, item III, of the aforementioned Regulations, and in view of the provisions of Resolution No. 4,571, of May 26, 2017, and Circular Letter No. 3,953, of July 10, 2019,
R E S O L V E S:
Art. 1 The summary of Circular Letter No. 3,968, of August 7, 2019, shall be effective with the following wording:
“Establishes the rules for forming the standardized identifier for credit operations (IPOC), as provided for in Circular Letter No. 3,953, of July 10, 2019, as well as the schedule and other conditions for its implementation.” (NR)
Art. 2 Circular Letter No. 3,968, of 2019, shall be effective with the following amendments:
“Art. 1 The standardized identifier of the credit operation (IPOC), as provided for in Circular Letter No. 3,953, of July 10, 2019, shall be formed by the concatenation of the information contained in the SCR fields listed below, respecting the following order:

§ 1 For the composition and reporting of the identifier referred to in the caput, the guidelines contained in the filling instructions and manuals, available on the Central Bank of Brazil’s website at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3040, must be observed.
§ 2 In the first submission of information for each credit operation, the generated IPOC must correspond to the information contained in the fields related in items I to V of the caput.” (NR)
“Art. 2 In the case of alterations in data-bases subsequent to the first submission, which modify the fields related in the caput of Article 1, the institution must:
I - alterations in items II or V:
a) keep the IPOC unchanged; or
b) generate a new IPOC for the operation, based on the new information from the fields related in items II or V of the caput of Article 1 used to form the operation’s identifier;
II - alterations in items I, III or IV: generate a new IPOC for the operation.
§ 1 The alterations referred to in item I include:

“Art. 4-A On the November 2020 data-base date, the IPOC must be generated for all existing operations, in accordance with Circular Letter No. 3,953, of 2019.
Sole paragraph. The IPOC referred to in the caput must correspond to the information from the respective credit operation, contained in the fields related in items I to V of the caput of Article 1 on the last day of November 2020, even in cases where a different IPOC had already been created in the assisted production phase referred to in the sole paragraph of Article 3 of Circular Letter No. 3,953, of 2019.” (NR)
Art. 3 The sole paragraph of Article 1, item IV of § 1 of Article 2, letter “d” of item III of Article 4, and letter “c” of item I of Article 5 of Circular Letter No. 3,968, of August 7, 2019, are hereby revoked.
Art. 4 This Normative Instruction BCB enters into force on October 1, 2020.
