The Head of the Financial System Monitoring Department (Desig), using the authority granted by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287 of February 27, 2015, based on Article 77, item III, of said Regulations, and in view of the provisions of Circular No. 3,953 of July 10, 2019,
RESOLVES:
Article 1. The standardized identifier of the credit operation, referred to in Circular No. 3,953 of July 10, 2019, shall be formed by concatenating the information contained in the SCR fields listed below, respecting the following order:
I - CNPJ of the institution;
II - operation modality;
III - client type;
IV - client code;
V - contract code.
Sole Paragraph. For the composition and reporting of the code referred to in the caput, the guidelines contained in the filling instructions and manuals, available on the Central Bank of Brazil’s website at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3040, must be observed.
Article 2. In the event of changes that modify the fields related to Article 1, used to form the operation identifier, the institution must:
I - keep the operation identifier unchanged; or
II - generate a new identifier for the operation, based on the new information of the fields related to Article 1, used to form the operation identifier.
§ 1. The changes referred to in the caput include:
I - renegotiation resulting in a new contract number and/or new operation modality;
II - modification of the internal contract number in the institution’s legacy systems;
III - modification of the credit operation modality;
IV - debt assumption.
§ 2. In the case of generating a new identifier, the institution must ensure the traceability of the credit operation, reporting the new identifier in the output information of the original operation.
Article 3. The standardized identifier must be assigned to all credit operations reported to the SCR, including those already existing, comprising:
I - outstanding operations;
II - credits written off as losses.
Article 4. The following modifications were made, effective from the May 2020 database date:
I - in the code 3040 document - Credit Risk Data, tag (Op) - Basic operation information: inclusion of the field “Standardized identification of the credit operation”;
II - in Annex 26 - Additional Information, domain 03 (Outputs): inclusion of subdomain 16 (Output due to IPOC alteration), containing the following fields:
a) Cd (new IPOC);
b) Value (renegotiated value), to be filled only when the operation has been renegotiated;
c) Qty (reason for IPOC output).
III – Inclusion of Annex 34 - IPOC Output Reason, and its domains:
a) 01 (modification of contract code or modality/submodality);
b) 02 (renegotiation);
c) 03 (debt assumption);
d) 99 (other reasons).
Article 5. The following modifications were made, effective from the November 2020 database date:
I - Annex 26 - Additional Information, domain 03 (Outputs): deletion of the subdomains:
a) 05 (Renegotiated);
b) 07 (Output due to modification of contract code or modality/submodality);
c) 12 (Output due to financial institution incorporation);
d) 13 (Output due to debt assumption).
Article 6. This Circular Letter enters into force on the date of its publication, observing the schedule established in Article 3 of Circular No. 3,953 of July 10, 2019.
