Normative Instruction BCB No. 24 of October 8, 2020, Amending Normative Instruction No. 9 of August 20, 2020, Establishing Operating Hours for DICT and Pix During the Restricted Operation Phase

NORMATIVE INSTRUCTION BCB NO. 24, OF OCTOBER 8, 2020

Amends Normative Instruction No. 9, of August 20, 2020, which establishes the operating hours for DICT and Pix during the restricted operation phase.

The Head of the Department of Competition and Financial Market Structure (Decem), using the powers conferred upon him by Art. 97-A, item V, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and taking into account the provisions of Sections IV and V of Chapter XXII of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,

R E S O L V E S:

Art. 1. Normative Instruction No. 9, of August 20, 2020, shall enter into force with the following wording:

“Art. 1. ............................................................................................................

I - during the period from October 5, 2020, to November 2, 2020, access to DICT may be performed:

a) from 9:00 to 18:00, excluding weekends and holidays, for the functionalities of registration, deletion, alteration, portability, and ownership claim; and

b) 24 hours a day, during all days of the week, for the synchronization verification functionality;

II - during the period from November 3, 2020, to November 15, 2020, the access hours for DICT shall follow the operating hours of Pix, as provided in Art. 2, with the exception of the synchronization verification functionality, which may be performed 24 hours a day, during all days of the week.

Sole Paragraph. During the period covered by items I and II of the main text, if the need to adjust the Pix key is identified due to synchronization verification, the participant must:

I - include the Pix key in its database with the same attributes as DICT, when the key is registered only in DICT;

II - remove the Pix key from its database, when the key is not registered in DICT; and

III - correct the information of the Pix key in its database according to the attributes recorded in DICT, when the key is registered in both databases but with divergent attributes.” (NR)

Art. 2. This Normative Instruction enters into force on October 9, 2020.
