Normative Instruction BCB No. 9 — Establishes Operating Hours for DICT and Pix During the Restricted Operation Phase

Normative Instruction BCB No. 9, of August 20, 2020

Establishes the operating hours for DICT and Pix during the restricted operation phase.

The Head of the Department of Competition and Financial Market Structure (Decem), in the exercise of the powers conferred upon him by Art. 97-A, item V, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and taking into account the provisions of Sections IV and V of Chapter XXII of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020, (Amended by Normative Instruction BCB No. 14, of September 8, 2020.)

RESOLVES:

Art. 1 The restricted operation phase of the DICT, referred to in Section IV of Chapter XXII of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020, shall take place from October 5, 2020, to November 15, 2020, with:

I - during the period from October 5, 2020, to November 2, 2020, access to the DICT may be carried out: (Amended, effective October 9, 2020, by Normative Instruction BCB No. 24, of October 8, 2020.)

a) from 9 a.m. to 6 p.m., excluding weekends and holidays, for the functionalities of registration, deletion, alteration, portability, and claim of ownership; and (Added, effective October 9, 2020, by Normative Instruction BCB No. 24, of October 8, 2020.)

b) 24 hours a day, during all days of the week, for the synchronization verification functionality. (Added, effective October 9, 2020, by Normative Instruction BCB No. 24, of October 8, 2020.)

II - during the period from November 3, 2020, to November 15, 2020, access hours to the DICT shall follow the operating hours of Pix, as provided for in Art. 2, except for the synchronization verification functionality, which may be carried out 24 hours a day, during all days of the week. Sole Paragraph. During the period referred to in items I and II of the caput, if the need to adjust the Pix key is identified due to synchronization verification, the participant must:

I - include the Pix key in its database with the same attributes as the DICT, when the key is registered only in the DICT;

II - remove the Pix key from its database, when the key is not registered in the DICT; and

III - correct the Pix key information in its database according to the attributes recorded in the DICT, when the key is registered in both databases but with divergent attributes.

Art. 2 The restricted operation phase of Pix, referred to in Section V of Chapter XXII of the Regulation annexed to Resolution BCB No. 1, of 2020, shall take place from November 3, 2020, to November 15, 2020, with the sending and receiving of transactions being possible:

I - for the days November 3, 4, 7, 8, 9, 10, 11, 14, and 15, 2020: from 9 a.m. to 10 p.m.;

II - for the days November 5 and 12, 2020: from 9 a.m. to 12 a.m.; and

III - for the days November 6 and 13, 2020: from 12 a.m. to 10 p.m.

Art. 3 On the first day of full Pix operation, November 16, 2020, transactions will be carried out starting at 9 a.m.

Art. 4 This Normative Instruction enters into force on the date of its publication.
