NORMATIVE INSTRUCTION BCB NO. 313, OF OCTOBER 24, 2022
Establishes the format, periodicity, and information to be published by Pix participants related to facilitating cash withdrawal services.
The Head of the Department of Competition and Financial Market Structure (Decem), in the exercise of the powers conferred upon him by Art. 97-A, item X, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and having regard to the provisions of Art. 11-K and Art. 11-L, item III, of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,
R E S O L V E:
Art. 1º Pix participants that facilitate cash withdrawal services by establishing a contractual relationship with a withdrawal agent must publish the following information regarding the withdrawal agents:
I - name of the withdrawal agent, which must be its trade name or, if none exists, its corporate name;
II - address of the service points that will make cash resources available;
III - geolocation of the service points that will make cash resources available;
IV - availability intention (days and hours) of the product(s) at the service point;
V - product made available (Pix Cash, Pix Change, or both products);
VI - maximum value available per withdrawal;
VII - conditions for making cash resources available, so that the withdrawal agent can insert additional information; and
VIII - CNPJ (Corporate Taxpayer Registry) of the withdrawal agent.
§ 1º The information referred to in items II and III is also mandatory for withdrawal agents that do not have a fixed address, and their cash withdrawal service facilitator must keep this information always updated, in accordance with Art. 3º.
§ 2º The withdrawal agent is not obliged to make cash resources available via Pix Cash and Pix Change on the days and hours indicated for the purpose of complying with item IV.
§ 3º The provision of the information referred to in items VI and VII by the withdrawal agents is optional.
Art. 2º Pix participants that facilitate cash withdrawal services directly must publish the following information:
I - name of the participant facilitating the cash withdrawal service, which must be its reduced name registered in the Information System on Entities of Interest of the Central Bank (Unicad);
II - address of the service points that will make cash resources available;
III - geolocation of the service points that will make cash resources available;
IV - availability (days and hours) of the product at the service point;
V - product made available (Pix Cash);
VI - maximum value available per withdrawal;
VII - conditions for making cash resources available, so that the participant can insert additional information; and
VIII - CNPJ of the participant that facilitates the cash withdrawal service directly.
Sole Paragraph. The information referred to in items VI and VII is optional for publication, at the discretion of each participant.
Art. 3º The published data must be kept updated, reflecting any changes in the information referred to in Arts. 1º and 2º.
Art. 4º The information referred to in Arts. 1º and 2º must be published in an open data format, according to the technical specification available at "https://www.bcb.gov.br/estabilidadefinanceira/dadosabertossfn".
Sole Paragraph. For the dataset referred to in the caput, the urlVisualizacao field of the Open Data Catalog of the National Financial System shall not be filled in.
Art. 5º The addresses where the information referred to in Arts. 1º and 2º will be published will be made available by the Central Bank of Brazil at the address “dadosabertos.bcb.gov.br”.
Art. 6º Normative Instruction BCB No. 197, of December 9, 2021, is hereby revoked.
Art. 7º This Normative Instruction enters into force on November 1, 2022.
