NORMATIVE INSTRUCTION
BCB NO. 508, OF AUGUST 30, 2024
Establishes the necessary procedures for formal homologation tests in the Transactional Account Identifiers Directory (DICT), for the validation of QR Codes, for the validation of the provision of payment initiation transaction services, for the homologation tests for the publication of information related to the withdrawal service, and for the homologation tests of the Automatic Pix services, within the scope of Pix.
The Head of the Department of Competition and Financial Market Structure (Decem), using the powers conferred upon him by Article 23, item I, letter “a”, and Article 94, item IX, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, and taking into account the provisions of Article 114 of the Regulation annexed to BCB Resolution No. 1, of August 12, 2020,
R E S O L V E S:
Article 1. This Normative Instruction establishes, within the scope of Pix, the necessary procedures for:
I - formal homologation tests in the Transactional Account Identifiers Directory (DICT);
II - the validation of QR Codes;
III - the validation of the provision of payment initiation transaction services;
IV - the homologation tests for the publication of information related to the withdrawal service; and
V - the homologation tests of the Automatic Pix services.
Article 2. The provisions of this Normative Instruction apply to institutions that, within the scope of Pix, are subject to:
I - carrying out formal homologation tests in the DICT;
II - carrying out formal validation tests of QR Codes;
III - carrying out formal validation tests of the provision of payment initiation transaction services;
IV - publishing information related to the withdrawal service; or
V - carrying out formal validation tests of Automatic Pix.
CHAPTER I
OF THE FORMAL HOMOLOGATION TESTS IN THE DICT
Section I
Of the Formal Homologation Tests in the DICT for Institutions in the Process of Adhering to Pix in the Special Liquidating Modality and for Participating Institutions or in the Process of Adhering to Pix in the Transactional Account Provider or User Institution Modalities, both with Direct Access to the DICT
Subsection I
Of General Aspects
Article 3. The formal homologation tests in the DICT for institutions in the process of adhering to Pix in the special liquidating modality, as well as for those adhering in the transactional account provider or user institution modalities, both with direct access to the DICT, comprise functionality tests and the capacity test.
Article 3. The formal homologation tests in the DICT for institutions in the process of adhering to Pix in the special liquidating modality and in the transactional account provider modality with direct access to the DICT comprise functionality tests and the capacity test. Article 3-A. The formal homologation tests in the DICT for institutions in the process of adhering to Pix in the user institution modality comprise functionality tests. (Included, effective from 1/1/2025, by BCB Normative Instruction No. 580, of 12/30/2024.)
Article 4. The functionality tests consist of the following stages:
I - institution preparation;
II - Central Bank of Brazil preparation;
III - execution of tests; and
IV - review and result.
Article 5. The capacity test consists of the following stages:
I - execution of tests; and
II - review and result.
Article 6. Institutions must obtain prior approval in the functionality tests in order to submit themselves to the capacity test.
Article 7. Institutions in the process of adhering to Pix in the special liquidating modality, as well as those adhering in the transactional account provider or user institution modalities, both with direct access to the DICT, must submit themselves to the tests referred to in Article 3, using their own ISPB.
Article 8. After carrying out the tests referred to in Article 3, institutions in the process of adhering to Pix in the special liquidating modality, as well as those adhering or already participating in the transactional account provider modality with direct access to the DICT and who intend to provide services to indirect participants, must also submit themselves to the tests referred to in Article 3, using the ISPB of an indirect participant.
§ 1. The indirect participant referred to in the caput must be duly registered in the DICT homologation environment so that the relevant tests can be executed by the institution wishing to provide the service.
§ 2. The Central Bank of Brazil does not make a virtual ISPB available for carrying out the tests referred to in the caput.
Article 9. The institution that will access the DICT directly and will execute the tests must request prior scheduling for such.
Subsection II
Of Preliminary Aspects of Functionality Tests
Article 10. The scheduling request for the execution of the functionality tests referred to in Article 9 must be submitted to Decem, via the Central Bank of Brazil’s Digital Protocol (Digital Protocol) in free text, indicating:
I - the ISPB and the corporate name of the institution that will access the DICT directly and will execute the tests in its own ISPB; or
II - the ISPB and the corporate name of the institution that accesses or will access the DICT directly, as well as the ISPB and corporate name of the indirect participant, in the cases provided for in Article 8.
Article 11. Decem will analyze the scheduling request and, in response, will provide via email, sent to contacts registered for matters related to Pix, instructions directed to the start of the institution’s preparation phase.
Subsection III
Of the Institution’s Preparation for Functionality Tests
Article 12. The institution’s preparation for functionality tests consists of:
I - registering one thousand Pix keys of a certain type (except random key);
II - carrying out, in the homologation environment, at least five transactions, using the virtual receiver participant indicated by Decem in response to the scheduling request for the tests, referred to in Article 11;
III - observing the other guidelines presented by Decem in response to the scheduling request for the tests, referred to in Article 11; and
IV - suggesting the date and time for the execution of the tests, which will take place on a business day and during business hours.
§ 1. The information regarding the type of key referred to in item I, the content of the EndToEndId field of the transactions referred to in item II, as well as the suggestion of date and time, referred to in item IV, must be sent to Decem by sending an email to the corporate mailbox pix-operacional@bcb.gov.br.
§ 2. If there are no pending issues on the part of the requesting institution, Decem will define the actual date for the execution of the tests and will communicate this via email sent to the contact(s) registered for matters related to Pix.
§ 3. The provisions of item I of the caput do not apply to institutions in the process of adhering to Pix in the user institution modality. (Included, effective from 1/1/2025, by BCB Normative Instruction No. 580, of 12/30/2024.)
Subsection IV
Of the Central Bank of Brazil’s Preparation for Functionality Tests
Article 13. Preliminary to the start of the functionality tests, the Central Bank of Brazil will modify and insert some Pix keys of the type informed by the institution, in accordance with the provisions of § 1 of Article 12, to be used in the synchronization verification test.
Sole paragraph. The Central Bank of Brazil will create various claims throughout the execution of the functionality tests.

Subsection V
Of the Execution of Functionality Tests
Article 14. All tests must be carried out within a one-hour period, according to the time previously determined by the Central Bank of Brazil, in accordance with the provisions of § 2 of Article 12.
Article 15. The institution must ensure that, prior to the start of the tests, there are no pending issues regarding portability, ownership claims, or infraction notifications in the homologation environment.
Article 16. The following tests must be carried out:
I - key registration: register one Pix key of each type (CPF, CNPJ, e-mail, mobile phone number, and random key);
II - key inquiry: inquire about one Pix key of each type (CPF, CNPJ, e-mail, mobile phone number, and random key);
III - synchronization verification: successfully carry out a synchronization verification for the type of key registered in the preparation stage, as provided for in item I of Article 12;
IV - receipt of claims: carry out the receipt of all portabilities and ownership claims generated by the Central Bank of Brazil, in which the institution being tested is the donor, within one minute after each receipt;
V - claim flow: acting as the claimant, create, confirm, complete, and cancel at least one portability or one ownership claim;
VI - infraction notification flow: create, confirm, complete, and cancel at least one infraction notification; and
VII - refund request flow: create and complete at least one refund request due to the payer’s payment service provider’s operational failure and one due to well-founded suspicion of fraud.
§ 1. In the test referred to in item II, the Central Bank of Brazil may, at its discretion, request an inquiry about one or more specific keys.
§ 2. In the case provided for in § 1, the inquiry request may be included in the scheduling confirmation of the tests, referred to in § 2 of Article 12, or be presented during the execution of the tests, at the discretion of the Central Bank of Brazil.
§ 3. The provisions of item III of the caput do not apply to institutions in the process of adhering to Pix in the user institution modality. (Included, effective from 1/1/2025, by BCB Normative Instruction No. 580, of 12/30/2024.)
Subsection VI
Of the Review and Result of Functionality Tests
Article 17. After the scheduled time for the execution of the functionality tests has ended, Decem will analyze the institution’s performance and inform it, via email sent to contacts registered for matters related to Pix, regarding its approval or non-approval, indicating, in the latter case, the criteria not observed by the executing institution.
Article 18. The institution that does not obtain approval in the execution of the tests may submit itself to up to two new attempts.
Sole paragraph. The institution wishing to submit itself to a new attempt to execute the functionality tests, in accordance with the caput, must request new scheduling, in accordance with Article 10, and restart the process from the institution preparation stage.
Article 19. The institution approved in the functionality tests may request scheduling for the execution of the capacity test.
Subsection VII
Of Preliminary Aspects, Scheduling, and Guidelines for the Capacity Test
Article 20. The scheduling request for the capacity test referred to in Article 19 must be submitted to Decem, via the Digital Protocol in free text, indicating:
I - the ISPB and the corporate name of the institution that will access the DICT directly and will execute the tests in its own ISPB;
II - the ISPB and the corporate name of the institution that accesses or will access the DICT directly, as well as the ISPB and corporate name of the indirect participant, in the cases provided for in Article 8; and
III - suggestion of date and time for the execution of the test, which will take place on a business day and during business hours.
Article 21. Decem will analyze the request and define the actual date for the execution of the test.
Sole paragraph. Decem will communicate the requesting institution, via email sent to contacts registered for matters related to Pix, regarding the date referred to in the caput, as well as provide instructions directed to the execution of the test, including the range of keys to be used, in accordance with the provisions of Article 23.
Subsection VIII
Of the Execution of the Capacity Test
Article 22. The capacity test must be carried out within a one-hour period, according to the time previously determined by the Central Bank of Brazil, in accordance with the provisions of the caput of Article 21.
Article 23. The capacity test consists of:
I - inquiring about, at least, one thousand different keys in a sixty-second interval and receiving a successful response from the DICT, if the institution maintains up to one million transactional accounts;
II - inquiring about, at least, two thousand different keys in a sixty-second interval and receiving a successful response from the DICT, if the institution maintains between one million and ten million transactional accounts; or
III - inquiring about, at least, four thousand different keys in a sixty-second interval and receiving a successful response from the DICT, if the institution maintains more than ten million transactional accounts.
Sole paragraph. The inquiries referred to in items I, II, and III must last ten minutes and be distributed homogeneously over time, with the total number of operations, at least, equal to:
I - ten thousand, if the institution maintains up to one million transactional accounts;
II - twenty thousand, if the institution maintains between one million and ten million transactional accounts; or
III - forty thousand, if the institution maintains more than ten million transactional accounts.
Subsection IX
Of the Review and Result of the Capacity Test
Article 24. After the scheduled time for the execution of the test has ended, Decem will analyze the institution’s performance and inform it, via email sent to the contact(s) registered for matters related to Pix, regarding its approval or non-approval, indicating, in the latter case, the criteria not observed by the executing institution.
Article 25. The institution that does not obtain approval in the execution of the tests may submit itself to up to two new attempts.
Sole paragraph. The institution wishing to submit itself to a new attempt to execute the test, in accordance with the caput, must request new scheduling, in accordance with Article 20.
Article 26. The institution approved in the functionality tests and in the capacity test will be considered approved in the formal homologation tests in the DICT.
Section II
Of the Formal Homologation Tests in the DICT for Institutions in the Process of Adhering to Pix in the Initiator Modality with Direct Access to the DICT
Subsection I
Of General Aspects
Article 27. The formal homologation tests in the DICT for institutions in the process of adhering to Pix in the initiator modality, with direct access to the DICT, comprise the execution of the key inquiry test and the capacity test.
§ 1. The tests referred to in the caput consist of the following stages:
I - execution of the test; and
II - review and result.
§ 2. The tests referred to in the caput also apply to institutions already participating in Pix in the initiator modality that wish to begin accessing the DICT directly.
Article 28. Institutions must obtain prior approval in the key inquiry test in order to submit themselves to the capacity test.
Article 29. The institution that will execute the tests must request prior scheduling for such.
Subsection II
Of Preliminary Aspects of the Key Inquiry Test
Article 30. The scheduling request for the key inquiry test referred to in Article 29 must be submitted to Decem, via the Digital Protocol in free text, indicating:
I - the ISPB and the corporate name of the institution that will execute the test; and
II - suggestion of date and time for the execution of the test, which will take place on a business day and during business hours.
Article 31. Decem will analyze the scheduling request and, if there are no pending issues on the part of the requesting institution, will send a communication, via email sent to the contact(s) registered for matters related to Pix, regarding the actual date for the execution of the test, as well as provide pertinent instructions.
Sole paragraph. Among the instructions referred to in the caput, no keys will be provided for the execution of the key inquiry test, leaving it to the executing institution to obtain the keys to be inquired about.
Subsection III
Of the Execution of the Key Inquiry Test
Article 32. The key inquiry test consists of inquiring about at least one Pix key of each type (CPF, CNPJ, e-mail, mobile phone number, and random key).
§ 1. The test must be carried out within a one-hour period, according to the time previously determined by the Central Bank of Brazil, in accordance with the provisions of the caput of Article 31.
§ 2. There may be, at the discretion of the Central Bank of Brazil, a request to inquire about one or more specific keys.
§ 3. In the case provided for in § 2, the inquiry request may be included in the scheduling confirmation of the tests, referred to in the caput of Article 31, or be presented during the execution of the test, at the discretion of the Central Bank of Brazil.
Subsection IV
Of the Review and Result of the Key Inquiry Test
Article 33. After the scheduled time for the execution of the key inquiry test has ended, Decem will analyze the institution’s performance and inform it, via email sent to the contact(s) registered for matters related to Pix, regarding its approval or non-approval, indicating, in the latter case, the criteria not observed by the executing institution.
Article 34. The institution that does not obtain approval in the execution of the test may submit itself to up to two new attempts.
Sole paragraph. The institution wishing to submit itself to a new attempt to execute the test, in accordance with the caput, must request new scheduling, in accordance with Article 30.
Article 35. The institution approved in the key inquiry test may request scheduling for the execution of the capacity test.
Subsection V
Of Preliminary Aspects, Scheduling, and Guidelines for the Capacity Test
Article 36. The scheduling request for the capacity test referred to in Article 35 must be submitted to Decem, via the Digital Protocol in free text, indicating the ISPB and corporate name of the institution that will execute the test.
Article 37. Decem will analyze the request and communicate the institution, via email sent to the contact(s) registered for matters related to Pix, regarding the actual date for the execution of the test, as well as provide pertinent instructions.
Subsection VI
Of the Execution of the Capacity Test
Article 38. The capacity test must be carried out within a one-hour period, according to the time previously determined by the Central Bank of Brazil, in accordance with the provisions of Article 37.
Article 39. The capacity test consists of inquiring about, at least, one thousand different keys in a sixty-second interval and receiving a successful response from the DICT.
Sole paragraph. The inquiries must last ten minutes and be distributed homogeneously over time, with the total number of operations, at least, equal to ten thousand.
Subsection VII
Of the Review and Result of the Capacity Test
Article 40. After the scheduled time for the execution of the test has ended, Decem will analyze the institution’s performance, via email sent to the contact(s) registered for matters related to Pix, and inform it regarding its approval or non-approval, indicating, in the latter case, the criteria not observed by the executing institution.
Article 41. The institution that does not obtain approval in the execution of the test may submit itself to up to two new attempts.
Sole paragraph. The institution wishing to submit itself to a new attempt to execute the tests, in accordance with the caput, must request new scheduling, in accordance with Article 36.
Article 42. The institution approved in the key inquiry test and in the capacity test will be considered approved in the formal homologation tests in the DICT.
Section III
Of General Provisions
Article 43. An institution that fails to succeed in executing a scheduled test for the third consecutive time will be considered rejected in the formal homologation tests in the DICT.
Sole paragraph. The provisions of the caput do not apply to tests carried out by an institution in the process of adhering to Pix in the transactional account provider modality or already participating in this modality when carried out with the ISPB of an indirect participant, as provided for in Article 8.
CHAPTER II
OF THE FORMAL VALIDATION TESTS OF QR CODES
Article 44. The formal validation tests of QR Codes comprise those related to:
I - the payer user journey, which consists of the validation of QR Code reading:
a) static and dynamic, associated with Pix Cobrança;
b) static and dynamic, for withdrawal purposes; and
c) dynamic, for change purposes; and
II - the receiver user journey, which consists of the validation of QR Code generation:
a) static, associated with Pix Cobrança, for immediate payments;
b) static, for withdrawal purposes;
c) dynamic, associated with Pix Cobrança, for immediate payments;
d) dynamic, for withdrawal purposes;
e) dynamic, for change purposes; and
f) dynamic, associated with Pix Cobrança, for payments with maturity.
Article 45. The formal validation tests of QR Code reading, referring to the payer user journey, aim to send Pix through the reading of a static QR Code or a dynamic QR Code, and are mandatory:
I - for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, that offer transactional accounts to end-user natural persons;
II - for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, that offer transactional accounts exclusively to end-user legal persons and that, additionally, make available, or intend to make available, for this public, the sending of Pix through the reading of a static QR Code or a dynamic QR Code; and
II - for Pix participants in the user institution modality, or in the process of adhering to this modality, and that, optionally, intend to consume the reading of QR Codes.
Sole paragraph. The tests referred to in the caput comprise the validation of reading, in the Pix Tester:
a) of static and dynamic QR Codes, aiming to send Pix associated with Pix Cobrança, and the correct sending of the respective payment orders;
b) of static and dynamic QR Codes, associated with Pix Cobrança with intentional errors, as well as the correct handling of the inconsistencies found;
c) of static and dynamic QR Codes, aiming to send Pix for the purpose of withdrawal, as well as the correct sending of the respective payment orders;
d) of static and dynamic QR Codes, aiming to send Pix for the purpose of withdrawal with intentional errors, as well as the correct handling of the inconsistencies found;
e) of dynamic QR Codes, aiming to send Pix for the purpose of change, as well as the correct sending of the respective payment orders; and
f) of dynamic QR Codes, aiming to send Pix for the purpose of change with intentional errors, as well as the correct handling of the inconsistencies found.
Art. 46. The formal tests for QR Code generation, referring to the receiver user journey, aim to receive Pix through the reading of a static QR Code or a dynamic QR Code, generated in the Pix Tester by a Pix participating institution in the transactional account provider modality or user institution modality, or in the process of adhering to these modalities, and comprise the validation of the generation:
I - of static QR Codes, associated with Pix Cobrança for immediate payments, mandatory for institutions:
a) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to individual end-users;
b) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate end-users and, additionally, opting to make available to this public the receipt of Pix through the generation of static QR Codes, associated with Pix Cobrança for immediate payments;
c) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate entities and, additionally, opting to make available to this public the receipt of Pix through the generation of static QR Codes, for the purpose of withdrawal; and
d) Pix participants in the user institution modality, or in the process of adhering to this modality, and who, optionally, intend to consume the generation of static QR Codes, associated with Pix Cobrança for immediate payments;
II - of static QR Codes, for the purpose of withdrawal, mandatory for institutions:
a) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate end-users and, additionally, opting to make available to this public the receipt of Pix through the generation of static QR Codes, associated with Pix Cobrança for immediate payments; and
b) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate end-users and, additionally, opting to make available to this public the receipt of Pix through the generation of static QR Codes, for the purpose of withdrawal;
III - of dynamic QR Codes, associated with Pix Cobrança for immediate payments, mandatory for institutions:
a) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate end-users and, additionally, opting to offer the Pix API; and
b) Pix participants in the user institution modality, or in the process of adhering to this modality, and who, optionally, intend to consume the generation of dynamic QR Codes associated with Pix Cobrança for immediate payments;
IV - of dynamic QR Codes, for the purpose of withdrawal, and of dynamic QR Codes, for the purpose of change, mandatory for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate users, and who, additionally, opt to offer the Pix API; and
V - of dynamic QR Codes, associated with Pix Cobrança for payments with maturity, mandatory for institutions:
a) Pix participants in the transactional account provider modality, or in the process of adhering to this modality, offering transactional accounts to corporate end-users and, additionally, opting to make available to this public the receipt of Pix through the generation of dynamic QR Codes associated with Pix Cobrança; and
b) Pix participants in the user institution modality, or in the process of adhering to this modality, and who, optionally, intend to consume the generation of dynamic QR Codes associated with Pix Cobrança for payment with maturity.
Art. 47. Participants must maintain documentation proving the execution of the formal tests for QR Code validation for eventual analysis by the Central Bank of Brazil for a period of five years.
CHAPTER III
OF THE FORMAL TESTS FOR VALIDATION OF THE PAYMENT INITIATION SERVICE
Art. 48. The formal tests for validation of the payment initiation service, within the scope of Pix, comprise those related:
I - to the acting, within the scope of Pix, in the figure of the payment transaction initiator, in accordance with the specific regulation of Open Finance; and
II - to the acting, within the scope of Pix, in the figure of the account holder, in accordance with the specific regulation of Open Finance.
Art. 49. The tests intended for the figure of the account holder, within the scope of Pix, consist of verifying their aptitude to send Pix after receiving a payment transaction initiation request sent by an institution acting in the figure of the payment transaction initiator.
Sole paragraph. The tests referred to in the caput comprise the successful validation, in the Pix Tester, of the sending of Pix upon prior receipt of an initiation request:
I - with Pix key;
II - with manual insertion of the transactional account data of the receiver user;
III - in cases where the institution acting in the figure of the payment transaction initiator holds all the information of the receiver user; and
IV - with QR Code reading.
Art. 50. The tests intended for the figure of the payment transaction initiator, within the scope of Pix, consist of verifying their aptitude to issue a payment transaction initiation request with Pix to an institution acting in the figure of the account holder.
§ 1º The tests referred to in the caput comprise the successful validation, in the Pix Tester, of the issuance of a payment transaction initiation request with Pix:
I - with Pix key;
II - with manual insertion of the transactional account data of the receiver user;
III - in cases where the institution acting in the figure of the payment transaction initiator holds all the information of the receiver user; and
IV - with QR Code reading.
§ 2º For the execution of the tests referred to in the caput, collaboration from an institution acting in the figure of the account holder is necessary.
CHAPTER IV
OF THE FORMAL TESTS FOR PUBLICATION OF INFORMATION RELATED TO THE WITHDRAWAL SERVICE
Art. 51. The formal tests for publication of information related to the withdrawal service, mandatory for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, who wish to facilitate the withdrawal service, comprise:
I - the update of their Open Data Catalog, in the homologation environment, in order to include the set of data referring to information related to the withdrawal service, according to guidelines available at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/dadosabertossfn; and
II - the availability of the set of data referring to information related to the withdrawal service, in accordance with Instruction Normative BCB No. 313, of October 24, 2022, according to technical specifications available at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/dadosabertossfn, in the location informed in their Open Data Catalog.
Art. 52. For approval in the tests referred to in this Chapter, Decem will verify if:

CHAPTER V
OF THE FORMAL TESTS FOR VALIDATION OF PIX AUTOMATIC
Art. 53. The formal tests for offering Pix Automatic services comprise the successful execution of simulation scenarios in the Pix Tester.
§ 1º The tests in the Pix Tester are divided into scenarios for institutions acting at the receiving end, and at the paying end, and for institutions not offering payments via Pix Automatic to corporate users.
§ 2º The institution must fulfill all scenarios that apply to the Pix Automatic services it offers.
§ 3º Institutions that requested exemption from offering payments via Pix Automatic for corporate users must fulfill the tests intended for the rejection of Pix Automatic messages sent incorrectly.
Art. 54. The formal validation tests for Pix Automatic are mandatory at the paying end:
I - for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, if they offer transactional accounts to individual end-users;
II - for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, if they offer transactional accounts to corporate end-users and opt to offer payment with Pix Automatic to this public; and
III - for Pix participants in the user institution modality, or in the process of adhering to Pix in this modality, if they opt to consume payment with Pix Automatic.
Art. 55. The formal validation tests for Pix Automatic are mandatory at the receiving end:
I - for Pix participants in the transactional account provider modality, or in the process of adhering to this modality, if they exclusively offer transactional accounts to corporate users and opt to offer the receipt of Pix Automatic to this public; and
II - for Pix participants in the user institution modality, or in the process of adhering to this modality, if they opt to consume the receipt with Pix Automatic.
Art. 56. The formal rejection message tests for non-offering institutions are mandatory for transactional account provider participants, if they offer transactional accounts to corporate users and opt for exemption from offering payments via Pix Automatic to this public.
CHAPTER V-A
OF THE FORMAL TESTS FOR VALIDATION OF THE SPECIAL RETURN MECHANISM (Chapter V-A included by Instruction Normative BCB No. 678, of 10/30/2025.)
Art. 56-A. The formal validation tests for messaging related to the sending of Pix transactions settled in the systems of the participants themselves comprise the successful sending of message TRCK002 in the homologation environment and the successful receipt of the corresponding message CAMT.025 sent by the Central Bank of Brazil. Art. 56-B. The formal validation tests for the value recovery functionality comprise successfully creating a value recovery and successfully requesting a return in a value recovery. (Included by Instruction Normative BCB No. 678, of 10/30/2025.)

Art. 57. Decem may, at its exclusive discretion, determine the performance of complementary homologation tests to those provided for in this Instruction Normative.
Art. 58. Instruction Normative BCB No. 290, published in the Official Gazette of the Union on August 1, 2022, is hereby revoked.
Art. 59. This Instruction Normative enters into force on the date of its publication.

Decree No. 10,411, of June 30, 2020, provides for the mandatory realization of regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.
However, as defined in paragraph 8 of Vote 280/2021–BCB, of November 10, 2021, the Pix Regulation, including other documents that integrate, detail, and complement it, do not characterize themselves as regulatory acts of coercive force, possessing, in truth, an eminently contractual nature.
