INSTRUÇÃO NORMATIVA BCB Nº 678, DE 30 de OUTUBRO DE 2025
Amends Normative Instruction BCB No. 508, of August 30, 2024, which establishes the procedures necessary for Pix formal homologation tests, to insert provisions related to tests regarding the Special Return Mechanism.
The Head of the Department of Competition and Financial Market Structure (Decem), using the authority granted to him by art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on art. 94, item IX, of the aforementioned Regulations, and taking into account the provisions of art. 25-A, § 5º, and art. 114 of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,
RESOLVES:
Art.
1º Normative Instruction BCB No. 508, of August 30, 2024, published in the Official Gazette of the Union on September 3, 2024, shall enter into force with the following alterations:
“CHAPTER
V-A
OF THE FORMAL VALIDATION TESTS OF THE SPECIAL RETURN MECHANISM
Art. 56-A. The formal validation tests of the messaging related to the sending of Pix transactions settled in the systems of the participants themselves comprise the successful sending of message TRCK002 in the homologation environment and the successful receipt of the corresponding message CAMT.025 sent by the Central Bank of Brazil.” (NR)
“Art. 56-B. The formal validation tests of the value recovery functionality comprise successfully creating a value recovery and successfully requesting the return in a value recovery.
Sole paragraph. For institutions in the process of adhesion, the formal validation tests of the value recovery functionality shall be performed together with the formal homologation tests of the DICT referred to in Chapter I.” (NR)

2º This Normative Instruction enters into force on the date of its publication.

Decree No. 10.411, of June 30, 2020, provides for the obligation to carry out regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.
