BCB NO. 478, OF JUNE 11, 2024
It permits the forwarding, for a period of 90 (ninety) days, of banknotes and metallic coins retained in the state of Rio Grande do Sul, for examination of legitimacy and for examination of damages produced by an anti-theft device, at the regional representation of the Circulating Media Department (Mecir) in São Paulo.
The Head of the Circulating Media Department (Mecir), in the exercise of the powers conferred upon him by Art. 23, I, item "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, considering the state of public calamity in Rio Grande do Sul, declared by means of State Decree No. 57.596, of May 1, 2024, of Rio Grande do Sul, and recognized by Ordinance No. 1,354, of May 2, 2024, of the Ministry of Integration and Regional Development, as well as the provisions of Art. 4 of Resolution BCB No. 223, of March 30, 2022, and Art. 3, VI, of Circular No. 3,538, of June 1, 2011,
R E S O L V E S:
Art. 1
This Normative Instruction provides for the temporary forwarding to the regional representation of the Circulating Media Department (Mecir) in São Paulo, of banknotes and metallic coins retained in the state of Rio Grande do Sul, for examination of legitimacy and for examination of damages produced by an anti-theft device.
Art. 2
The forwarding is permitted, for a period of 90 (ninety) days, to the regional representation of the Circulating Media Department (Mecir) in São Paulo, of banknotes and metallic coins retained in the state of Rio Grande do Sul, for examination of legitimacy and for examination of damages produced by an anti-theft device.
Sole Paragraph. The other rules on retention, registration, and packaging provided for in the specific regulation in force must be observed.
Art. 3
This Normative Instruction enters into force on the date of its publication and will remain in force for a period of 90 (ninety) days.

By force of Art. 24 of Decree No. 10,411, of June 30, 2020, the issuance of normative acts by bodies of the federal public administration, from October 14, 2021, including this Central Bank, must be preceded by a Regulatory Impact Analysis (RIA).
However, as provided in Art. 4, II and III, of that Decree, the RIA may be dispensed with in cases of normative acts intended to regulate rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives, and of normative acts of low impact.
