Normative Instruction BCB No. 613 — Amends Normative Instruction BCB No. 511 to Adjust Deadlines for Pix Automatic

BCB NORMATIVE INSTRUCTION NO. 613, OF APRIL 30, 2025

Amends BCB Normative Instruction No. 511, of August 30, 2024, which establishes the procedures necessary for adherence to Pix, to adjust provisions regarding deadlines for Pix Automatic.

The Head of the Department of Competition and Financial Market Structure (Decem), in the exercise of the authority conferred by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, based on Article 94, item IX, of the aforementioned Regulations, and taking into account the provisions of Article 25-A, § 5º, of the Regulation annexed to BCB Resolution No. 1, of August 12, 2020,

R E S O L V E :

Art. 1º BCB Normative Instruction No. 511, of August 30, 2024, published in the Official Gazette of the Union on September 4, 2024, shall be amended as follows:

IV - during the period from March 10, 2025, to June 6, 2025, participating institutions in operation that offer transactional accounts only to corporate users, and opt not to offer payments via Pix Automatic, must send to the Decem, through the Digital Protocol, observing the guidelines contained in Annex V, a form for updating the intention to offer products and services, indicating, in an appropriate field, the waiver of the offer of Pix Automatic.” (NR)

§ 2º The institutions referred to in the caput may, until June 6, 2025, request the withdrawal of the offer of Pix Automatic – Receipt, through the sending, duly formalized in the Digital Protocol, of a form for updating the intention to offer products and services.” (NR)

Art. 2º Article 98, caput, item I, of BCB Normative Instruction No. 511, of August 30, 2024, published in the Official Gazette of the Union on September 4, 2024, is hereby revoked.

Art. 3º This Normative Instruction enters into force on the date of its publication.

NOTE

Decree No. 10.411, of June 30, 2020, provides for the mandatory implementation of a regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.

However, as defined in paragraph 8 of Vote 280/2021–BCB, of November 10, 2021, the Pix Regulation, including the other documents that integrate, detail, and complement it, do not constitute a regulatory act of coercive and general force, but rather have an essentially contractual nature regarding exclusively the participants of this payment arrangement. Thus, modifications made to the aforementioned regulation and to the other documents that integrate, detail, and complement it are not subject to the prior production of an AIR.
