NORMATIVE INSTRUCTION
BCB NO. 617, OF MAY 6, 2025
Amends the Normative Instruction BCB No. 85, of March 10, 2021, which establishes the procedures for sending information regarding the calculations of regulatory limits and standards referred to in Article 3 of BCB Resolution No. 69, of February 10, 2021, and alters the layout and filling instructions of document code 2062 - Individual Operational Limits Statement (DLI), as provided for in Normative Instruction BCB No. 85, of March 10, 2021.
The Head of the Financial System Monitoring Department - acting under the authority conferred by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, based on Article 85, item I, letter “b”, of said Regulations, in view of the provisions of CMN Resolution No. 5,061, of February 16, 2023,
RESOLVES:
Article 1. Normative Instruction BCB No. 85, of March 10, 2021, published in the Official Gazette of the Union (DOU) on 3/11/2021, Section 1, p. 55, republished in the DOU on 3/12/2021, Section 1, p. 112, shall enter into force with the following alterations:

Article 2. The new versions of the layout and filling instructions for document code 2062 - Individual Operational Limits Statement (DLI), available on the Central Bank of Brazil’s website at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/leiautedocumentoscrd, shall enter into force, starting from the data base of May 2025.
Article 3. The following modifications were made to the filling instructions:
I - in Chapter II - General Guidelines:
a) in the table of item 3: inclusion of the Service Confederation segment;
II - in Chapter IV - Specific Guidelines: inclusion of item 9;
III - in Item V - Tables:
a) in Table 001 - Limits: inclusion of codes 93.00 and 94.00; and
b) in Table 003 - Accounts: inclusion:
of item P and its accounts;
of item Q and its accounts;
Article 4. The following modifications were made to the layout:
I - in Annex 2 - Limits: inclusion of limits 93.00 and 94.00; and
II - in Annex 4 – Accounts: inclusion of accounts: 93.00.00, 93.10.00, 93.10.01, 93.10.02, 93.10.90, 93.90.00, 93.90.01, 93.90.90, 93.90.90.01, 94.00.00, 94.10.00, and 94.90.00.
Article 5. This Normative Instruction enters into force on the date of its publication.

The Individual Operational Limits Statement (DLI), document code 2062, whose normative basis is BCB Resolution No. 69, of February 10, 2021, reflects the prudential regulation provided for in various resolutions issued by the National Monetary Council (CMN) and the Central Bank of Brazil (BCB), with Normative Instruction BCB No. 85, of March 10, 2021, aiming to present, in a concise manner, the procedures for sending information regarding the details of the calculation of individual limits monitored by the BCB, at the calculation data base.
On February 16, 2023, CMN Resolution No. 5,061 was published, which provides for the organization and functioning of service confederations. Said Resolution also establishes the minimum limits for paid-in social capital and net equity. In light of this, it was necessary to amend Normative Instruction BCB No. 85, of March 10, 2021, to provide for the sending of limits related to CMN Resolution No. 5,061, of February 16, 2023, and to include accounts in the DLI so that service confederations can report their paid-in social capital and net equity values.
The alterations contained in this Normative Instruction aim to:
I - amend Article 2, item II, of Normative Instruction BCB No. 85, of March 10, 2021, to:
a) establish the sending of limits related to CMN Resolution No. 5,061, of February 16, 2023; and
b) update obsolete normative references;
II - include in the Filling Instructions and DLI Layout new groups of accounts, so that service confederations send information regarding their:
c) paid-in social capital; and
d) net equity.
Decree No. 10,411, of June 30, 2020, regulates the carrying out of regulatory impact analysis (RIA) as a prerequisite for the issuance of normative acts of general interest to economic agents. However, in its Article 4, said decree establishes the hypotheses for exemption from carrying out RIA. This BCB IN falls under the hypothesis provided for in item II, namely: normative act intended to regulate rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives.
As clarified in paragraph 2, with the issuance of CMN Resolution No. 5,061, of February 16, 2023, providing for service confederations, it was necessary to alter the DLI (specific document for monitoring paid-in social capital and net equity levels) so that these entities can send the required information, which justifies the classification under item II of Article 4 of said Decree.
Thus, based on the provisions of paragraphs 4 and 5, I understand that the issuance of this BCB IN is exempt from carrying out RIA.
