MAS Notice 652 establishes Net Stable Funding Ratio requirements for internationally active banks and domestic systemically important banks in Singapore. Internationally active banks and certain Singapore-incorporated D-SIBs must maintain a minimum all-currency NSFR of 100% on a consolidated group level, while other banks must maintain at least 50% at the entity or country-level group basis. The Notice defines available stable funding and required stable funding methodologies, including specific ASF and RSF factors for various capital, liability, and asset categories.
