Notice of Intent to Issue Order to Cease and Desist and Impose Civil Penalty Against Adolphus Hampton II

The Banking Commissioner intends to issue an order requiring Adolphus Hampton II d/b/a Financial Instrument Recovery to cease and desist from operating as an unlicensed consumer collection agency in violation of Section 36a-801(a) of the Connecticut General Statutes. The Commissioner also intends to impose a civil penalty not exceeding $100,000 per violation for engaging in debt buying and collection activities without the required license. Respondent has fourteen days from receipt of the notice to request a hearing, which is scheduled for July 11, 2019, if requested; failure to request a hearing or appear will result in the allegations being deemed admitted and the order issued.
