The United States Government has sanctioned Mukhtar Adamu Muhammad and three Nigerian companies for facilitating transactions linked to ISIS. Capital Market Regulated Entities are directed to immediately freeze all assets belonging to these designated parties and report them to the Nigeria Sanctions Committee. Entities must also file suspicious transaction reports with the NFIU for name matches and ongoing financial activities, while prohibiting further dealings with the sanctioned individuals and companies. This circular takes immediate effect, with non-compliance constituting a violation of the Investments and Securities Act, 2025, and SEC AML/CFT Rules.
