This regulation establishes the effective date for registration statements at 20 working days and defines the scope of public offerings, including initial prospectus requirements and early offering periods. It mandates that public companies subject to delisting must repurchase all shares held by public shareholders, specifying conditions such as failure to hold annual general meetings or submit periodic reports for two years. The rule sets the repurchase price at the higher of the 30-day average trading price or book value per share, allows for extensions under specific performance criteria, and outlines administrative sanctions for non-compliance.
