On Additional Measures to Attract Foreign Investors to Joint-Stock Companies

The Commission on Improving Corporate Governance and Cabinet of Ministers complexes are tasked with monitoring the alignment of joint-stock companies, developing a share valuation and sale schedule for foreign investors within one month, and proposing systematic reductions of state shares. Differentiated tax benefits previously granted to enterprises with foreign investment are applied to joint-stock companies where the foreign investor's share ranges from 15% to 33% of the authorized capital. Foreign investors are exempt from taxes on dividend income until January 1, 2020, and from state duties when filing lawsuits regarding violated rights, with duties recoverable from the guilty party. Relevant ministries must assist foreign specialists with entry documentation, and legislative amendment proposals must be submitted within two months, including requirements that share packages with less than 15% foreign capital be sold only to foreign investors.
