Subject 16: Agricultural Development Securities

1. Background
   The Board of Directors of the Bank of the Republic (JDBR), in External Resolution 3 of 2000 and those that modify or replace it, hereinafter RE 3/2000, establishes the conditions and terms of the investments that credit establishments must make and maintain in Agricultural Development Securities – TDA. According to what is stated in RE 3/2000, TDA will have the following characteristics:

• They will be issued by FINAGRO.
• They may be Class A or B.
• They will have an amortization term of one (1) year.
• They will be issued to order and be freely negotiable in the market.
• They will be divisible at the request and expense of the legitimate holder.
• They will have a validity period of three (3) years.
• They may only be primarily subscribed by credit establishments obligated to make the investment.
• They will not be extendable and after their maturity date, there will be no accrual of any yield.
• The interest rate of Class A TDA will be the nominal annual IBR for three months in effect on the day of the start of the corresponding quarter, decreased by three point seventy percentage points (IBR-3.70%). When the applicable IBR is equal to or lower than 3.70%, no yields will be recognized on Class A TDA.
• The interest rate of Class B TDA will be the nominal annual IBR for three months in effect on the day of the start of the corresponding quarter, decreased by one point seventy-six percentage points (IBR-1.76%). When the applicable IBR is equal to or lower than 1.76%, no yields will be recognized on Class B TDA.
  The IBR in effect on a banking business day will be the IBR generated and published on the previous banking business day. The IBR in effect on a non-banking business day will be the IBR in effect on the previous banking business day.
• Yields will be payable quarterly in arrears on their nominal value.
  The settlement of yields of TDA indexed to IBR will be made using the Real/360 calculation basis.
  The conditions for the settlement of TDA interest may be consulted in the Operation Manual of the Central Securities Depository – DCV, available on the BR website, www.banrep.gov.co.

2. Issuance of Securities
   Obligated entities must make the investment in Class A or Class B TDA in the Central Securities Depository - DCV of the Bank of the Republic (BR).
   The securities will be issued in dematerialized form charged to the deposit account at the BR of the entity that constitutes the TDA. According to instructions issued by FINAGRO, the securities will be issued in values multiples of one cent ($0.01). Investments in Class A or Class B TDA may only be made directly in the DCV by obligated credit establishments or through another financial entity, from the start of DCV operation hours until one o'clock in the afternoon (1:00 p.m.). After the deadline hour, no investment operation in TDA in the DCV may be settled. Entities may in no instance present defects or excesses of investment, as these are mandatory and not voluntary investments.

3. Payment of Capital and Interest
   Provided that FINAGRO places the corresponding resources on the due date of the yields or principal of the TDA, the DCV will effect payment by credit to the deposit account of the respective beneficiary at the BR. If the due date for payment of interest or capital coincides with a non-banking business day, payment will be made on the immediately following banking business day. No interest will be recognized for the days that pass between the due date for payment of interest or capital and the date on which payment is made.

4. Reinvestment of Securities
   Credit establishments may register instructions in the system for the reinvestment of securities, which may include changes in the class of the security (Class A or Class B) and in the amount.
   In the event that no instructions related to reinvestment are registered, the DCV will proceed to effect automatic reinvestment in TDA indexed to IBR, maintaining the other financial conditions of the security subject to maturity. For their part, credit establishments that register instructions not to effect reinvestment (total or partial), the DCV will proceed to effect the return of the investment value (capital and interest) that are not subject to reinvestment, as provided in numeral 3 of this Circular.

Subject 16: Agricultural Development Securities The registration of reinvestment instructions will be made according to the deadlines defined in the DCV Operation Manual.
Reinvestment will be made up to the value of the primary constitution, and the DCV system will credit the interest due to the deposit account of the beneficiary, once FINAGRO places the corresponding resources. In all cases, the new security will begin its validity on the maturity date of the previous security.

5. Reacquisition of TDA
   FINAGRO may acquire TDA before their maturity in the cases provided for in RE 3/2000. For this purpose, the credit establishment must register the respective reacquisition request in the DCV system and FINAGRO must register its authorization in the cited system. Reacquisition requests for securities may be made from the start of operation hours of the DCV system until twelve fifty (12:50) in the afternoon. The reacquisition of securities may be requested up to one banking business day before their maturity and will be effective on the same day of the request. The DCV system will proceed to effect the return of the investment value (capital and interest), as provided in numeral 3 of this Circular. It will be the responsibility of FINAGRO and the entity requesting the reacquisition to determine the emissions and values to be cancelled, as well as the location of the necessary resources for cancellation and the verification of the settlement of the operation in the DCV system.

6. Withholding at Source
   The financial yields generated by Class A and Class B TDA will be subject to withholding at source, in accordance with current legal provisions.

8. Characteristics of DTF-indexed TDA in effect during 2026
   Class A and Class B TDA indexed to DTF in effect during 2026 will have the characteristics established in numeral 1 of this circular.
   Regarding the applicable interest rate, it will adhere to what is stated in article 3 of External Resolution No. 4 of 2025 of the Board of Directors of the Bank of the Republic, as follows:

• The interest rate of Class A TDA will be:
  The effective annual DTF in effect during the week of the start of the corresponding quarter, decreased by four percentage points (DTF-4%). When the applicable DTF is equal to or lower than 4%, no yields will be recognized on Class A TDA.
• The interest rate of Class B TDA will be:
  The effective annual DTF in effect during the week of the start of the corresponding quarter, decreased by two percentage points (DTF-2%). When the applicable DTF is equal to or lower than 2%, no yields will be recognized on Class B TDA. The calculation basis for the settlement of interest will be made using the 360/360 convention. For purposes of automatic reinvestments, when in the same securities account coincide, at maturity, TDA indexed to DTF and TDA indexed to IBR, the reinvestment, if applicable, will be made in a single TDA indexed to IBR, consolidating the corresponding balances.
