Order number V-1.1-2021-11 of the Minister of Finance dated 31 August 2021 Securities Act (chapter V-1.1) Cඈඇർൾඋඇංඇ඀ the Regulation to amend Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR) Wඁൾඋൾൺඌ paragraphs 1 and 2 of section 331.1 of the Securities Act (chapter V-1.1) provide that the Autorité des marchés fi nanciers may make regulations concerning the matters referred to in those paragraphs; Wඁൾඋൾൺඌ the third and fourth paragraphs of sec￾tion 331.2 of the said Act provide that a draft regulation shall be published in the Bulletin de l’Autorité des marchés fi nanciers, accompanied with the notice required under
section 10 of the Regulations Act (chapter R-18.1) and may
not be submitted for approval or be made before 30 days have elapsed since its publication; Wඁൾඋൾൺඌ the fi rst and fi fth paragraphs of the said
section provide that every regulation made under sec￾tion 331.1 must be approved, with or without amendment,
by the Minister of Finance and comes into force on the date of its publication in the Gazette offi cielle du Québec or on any later date specifi ed in the regulation; Wඁൾඋൾൺඌ the Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR) was made on 12 June 2001 by the decision no. 2001-C-0272 (Supplément au Bulletin de la Commission des valeurs mobilières du Québec, vol. 32, no. 26 of 29 June 2001); Wඁൾඋൾൺඌ there is cause to amend this Regulation; Wඁൾඋൾൺඌ the draft Regulation to amend Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR) was publi￾shed for consultation in the Bulletin de l’Autorité des marchés fi nanciers, vol. 17, no. 8 of 27 February 2020; Wඁൾඋൾൺඌ the revised text of the draft Regulation to amend Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR) was published for information in the Bulletin de l’Autorité des marchés fi nanciers, vol. 18, no. 25 of 25 June 2021; Wඁൾඋൾൺඌ the Autorité des marchés fi nanciers made, on 11 August 2021, by the decision no. 2021-PDG-0041, Regulation to amend Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR); Wඁൾඋൾൺඌ there is cause to approve this Regulation without amendment; Cඈඇඌൾඊඎൾඇඍඅඒ, the Minister of Finance approves without amendment the Regulation to amend Regulation 13-101 respecting the System for Electronic Document Analysis and Retrieval (SEDAR) appended hereto. 31 August 2021 Eඋංർ Gංඋൺඋൽ Minister of Finance

Appendix A of Regulation 13-101 respecting the System for Electronic Document
Analysis and Retrieval (SEDAR) (chapter V-1.1, r. 2) is amended by replacing, in part II “2WKHU ,VVXHUV 5HSRUWLQJ1RQUHSRUWLQJ ”, section 4 of Item E “([HPSW 0DUNHW 2IIHULQJVDQG'LVFORVXUH” with the following:
“4. Offering document and report of exempt distribution required to be filed or delivered by an issuer under the start-up crowdfunding prospectus and registration exemptions. AB, SK, MB, QC, NB, PEI, NS, NL, YT, NWT, Nun ”. (1) This Regulation comes into force on September 21, 2021.
