Order to Make Restitution, Cease and Desist, and Civil Penalty Against Infocom Entertainment Ltd, Inc. and Roger Dyer

The Banking Commissioner orders Infocom Entertainment Ltd, Inc. d/b/a Atlantic Pacific Service and Roger Dyer to repay $5,605.32 plus legal interest to a Connecticut debtor who paid upfront fees for unlicensed debt negotiation services. The order requires joint and several restitution for any other Connecticut debtor affected by violations of Section 36a-671(b) of the Connecticut General Statutes occurring between June 29, 2018, and February 7, 2020. Respondents must provide evidence of repayments to the Consumer Credit Division within thirty days of the order becoming permanent. Failure to request a hearing within fourteen days or appear at the scheduled August 12, 2021, hearing will result in the allegations being deemed admitted and the order becoming permanent.
