Payments System Guideline No 1 – Licensing and Operation of Interbank Payment Systems

Entities operating or seeking to operate an Interbank Payment System in Trinidad and Tobago must obtain an Interbank Payment System Operator licence from the Central Bank of Trinidad and Tobago. The application requires submission of Form 1, specific corporate and management documentation, and payment of a 5,000 TTD application fee, a 50,000 TTD licence fee, and a 25,000 TTD annual fee due by January 31. The Central Bank may suspend or withdraw licences for non-compliance, unsafe operations, or failure to pay fees, with a standard 14-day notice period unless immediate action is required for financial stability.
