PS18/3: Perimeter guidance on personal recommendations on retail investments
The Financial Conduct Authority publishes final rules and guidance in the Perimeter Guidance Manual (PERG) to clarify what constitutes a personal recommendation for retail investment products, replacing and retiring non-Handbook Guidance FG15/1. The new material takes effect from 23 February 2018 and includes amended illustrative examples and additional scenarios to help firms determine if their services amount to regulated advice under Article 53(1) of the Regulated Activities Order. This guidance applies to financial advisers, product providers with direct-to-consumer channels, and other firms distributing retail investment products.
