PS25/1: Reforming the commodity derivatives regulatory framework

The FCA transfers responsibility for setting position limits from the regulator to UK trading venues, which must establish these limits within a regulatory framework supervised by the FCA. The scope of the position limits regime is narrowed to 14 critical contracts and closely related contracts, with trading venues granted discretion to calibrate the inclusion of related contracts and establish accountability thresholds. New rules require trading venues to have the power to collect data on over-the-counter derivatives positions, allowing for varied reporting arrangements based on specific market risks. These final rules, including technical changes to bond and derivatives transparency provisions, are scheduled to come into effect on 6 July 2026.
