PS25/22: Supporting consumers’ pensions and investment decisions: rules for targeted support

The document establishes near-final rules for a new 'targeted support' regime, allowing authorized firms to provide ready-made suggestions to groups of consumers with shared financial needs regarding pensions and investments. Firms must identify consumer segments, communicate the nature of the service, adhere to product governance rules, and regularly monitor outcomes, while avoiding individualized suitability assessments. The rules are expected to take effect from 6 April 2026, subject to government legislation making targeted support a new specified activity, with a gateway for applications opening in March 2026.
