Recommendation of the European Systemic Risk Board amending Recommendation ESRB/2015/2 on the assessment of cross-border effects of and voluntary reciprocity for macroprudential policy measures

The ESRB amends Recommendation ESRB/2015/2 to recommend that Member States reciprocate Germany’s sectoral systemic risk buffer (sSyRB), recalibrated to 1% on exposures secured by German residential property. Reciprocating authorities are advised to apply this buffer on an individual, sub-consolidated, and consolidated basis, subject to an institution-specific materiality threshold of EUR 10 billion. Authorities must implement equivalent measures within three months of publication or may exempt institutions with exposures below the threshold.
