Regulation on Initial Capital and Regulatory Capital for Payment Institutions and Electronic Money Institutions

The Board of the Central Bank of the Republic of Kosovo approved requirements for initial capital and own funds for payment institutions and electronic money institutions. Payment institutions must hold initial capital of EUR 20,000, EUR 50,000, or EUR 125,000 depending on the services provided, while electronic money institutions must hold at least EUR 350,000. Own funds must be calculated using specific methods based on fixed overheads, payment volumes, or income indicators, with the CBK authorized to adjust these amounts by up to 20 percent. The regulation repeals the 2019 provisions on regulatory capital and enters into force 15 days after approval.
